I have more than 25 years of overall experience in managing or leading positions of implementation of international projects/assignments and capacity-building programs (WB, UNICEF, SIDA, EU, GIZ, SDC, etc.) regarding social protection/civil society/public health/public administration development issues in Central Asia, Caucasus, Balkans, Eastern Europe, Turkey, and UAE. My responsibilities in these projects included coordination and management of multicultural and multilingual teams of experts and implementation of actions according to the international rules, procedures, and standards. I mainly led project teams of 10 to 80 local and international experts, with budgets ranging from 1.5 million to over 19 million euros.For the last ten years, my professional experience has been mainly focused on: (1) improvement of policy-making, implementation, and monitoring of capacity of Government bodies and its partners, including non-governmental institutions and mechanisms in the field of social policy, to strengthen the link between employment, education, and social inclusion policies;(2) development of community-based social services, including structures and network planning, implementation, management, monitoring, and evaluation;(3) elaboration of an integrative approach for public services (and/or accessibility to services) delivered to IDPs, HIV-infected, victims of domestic violence and human trafficking, unemployed, disabled people, elderly, vulnerable families and their children, etc. with a particular emphasis on aspects of De-centralization, De-institutionalization, and Social Inclusion.
