New Transport System of Astana BRT phase 1

The Caspian Pipeline Expansion Project is intended to increase the capacity of the crude oil export pipeline system from 28.2 million tons per annum (MTA) to a maximum capacity of 67.0 MTA. The project includes; ∙ Installing six (6) new 100,000m3 tanks and supporting facilities at the marine terminal ∙ Installing a 3rd offshore SPM Buoy, offshore pipeline and onshore PIG launcher ∙ Installing the local controls, SCADA, integrated pipeline security systems, and telecommunications systems for 10 new pump stations, upgrading of five existing pump stations, marine terminal tank farm and offshore facilities.Reporting to Chevron Project HSE Team Lead. Roles and Responsibilities: Monitor and oversight over the Contractor at remote locations during construction of the pipeline communication system and ensuring that Project Health and Safety Plans and Procedures are complied with CPC requirements. To co-ordinate implementation of the project specific Health, Safety and Environmental Management Plan as it applies to the project. Develop and maintain HSE Statistical data. Review contractor operations for compliance to legislative, project and client requirements. Assist with incident investigation and root cause analysis, correctly identify actions necessary to prevent recurrence Assist construction staff in identifying hazards and in planning and organizing the job such that a safe and healthy working environment is maintained. Assist and maintain an HS&E audit and assessment program with the Health and Safety Team Lead for the project. Attend contractor training sessions and ensure that communication meetings are being carried out by supervisors and records kept. Carry out regular inspections of the work areas with the respective supervisor and prepare reports. Implementation of Behavioral Based Safety Program and IIF program.

The Komsomolskoe field is located at significant distance from residential areas and industrial facilities. The OMV / Petrom facilities commence operations in 2009.The overall development includes (new and refurbished) 24 well sites, an oil and gas gathering system, a new Central Oil Processing Facility (CPF), Sweetening Plant, Compressor station and high-pressure Gas Re-injection flow-line, sales crude oil storage, produced water storage with water injection system and source water storage. An export pipeline transport oil from the Komsomolskoe CPF to the ORF and then to main state (KTO) pipeline. The export pipeline is 80 km in length and is divided into three sections. The 15km middle section goes through the flooded part of Sor Kaidak which connects with the Caspian Sea through Komsomolskoe bay.I was employed as a Head of HSE at the oilfield. Reporting to Field Manager.Oilfield HSE Team : 6 HSE engineers, 6 fire fighters, 2 paramedics. Complete HSE documents developed according to industrial safety, oil and gas safety regulations. Following procedures developed: Abnormal Operation Risk Assessment Procedure, Helicopter travel procedure, Journey Management Procedure, SIMOPS Procedure, Safety Critical System procedure, LOTO Procedure, Contractor Management Procedure, Emergency Medical Evacuation Procedure, Operations Emergency Response Procedure, Management of Change procedure, Permit to work procedure, HSE Meeting and Committee Management Procedure, Control substances hazardous to health etc.  Training and establishment of emergency response team from operation personnel in case of oil spill, abnormal operation, plant shut down, intervention in process, drilling operation, workover of the well, coil tubing operation, chemical cleaning of the equipment, hydrotest etc. Attend HAZOP and HAZID study as part of Process hazard analysis during commissioning and start-up, and operations.

Maintaining the permit display board in the control room for PTW. Reviewing and approving applications for permits, other authorizations before processing them. Daily monitoring, tracking, auditing, communicating of permits for Brown field / green fields and ensure safe SIMOPS operations. Lead SIMOPS operations and assist project and production personnel permit to work conflicts and resolutions. Ensure Brown field construction works, commissioning works, confined space works ( tank cleaning T-11, T-12) operations are conducted as per requirement of the Project Permit to Work Procedure. Lead and monitor confined space entry, rescue/recovery operations, maintain emergency response coordination of personnel and equipment at all times working closely with emergency response & medical teams Maintain strict safety requirements for continuous monitoring of construction and production operation, commissioning of the Tank Farm project.
