• Conduct or manage environmental reviews and impact analyses, and prepare environmental documentation required by local, state and federal environmental regulations (e.g., SEPA, NEPA, ESA, NHPA) in support of WTD projects.• Recommend appropriate mitigation measures to address the potential environmental impacts of WTD projects.• Ensure that projects comply with County and Federal cultural resources laws and requirements.• Facilitate solutions to environmental planning-related concerns that arise during the design and implementation of capital projects.• Develop and maintain collaborative working relationships with members of other work groups within the section, WTD capital project team members, and external stakeholders.• Manage the work of environmental consultants supporting WTD projects and programs (e.g., prepare scopes of work, schedules and budgets).• Serve as environmental planner on multi-disciplinary project teams supporting capital projects that are of low to moderate complexity and risk to WTD.• Review and provide environmental input on project plans and specifications. Represent the WTD’s interests in discussions with relevant agencies and tribal representatives regarding the anticipated environmental impacts of proposed projects and programs.• Perform research and compile information for more senior staff on environmental impacts or environmental regulations.• Evaluate programs and proposals of other agencies for effects on assigned programs and recommend WTD response.• Act as project representative for ECSS multidisciplinary work order contract to support capital projects and programs.
