Cost Control ManagerCh2M 2012 - 2013Englewood, Colorado, UsThe Thames Tideway project is a proposed 25 km tunnel running mostly under the River Thames through central London, intended to provide storage and conveyance of combined raw sewage and rainwater discharges that currently overflow into the river. The main tunnel will be approximately 25 km long and have an internal diameter of 7.2m. The entire project is expected to take 6 to 7 years to complete and cost $4.2 billion. Due to the complex nature of this project and the varying external Governmental reporting bodies, a rigorous level of detail in how the project costs were reported had to be established. Bill led a team of cost engineers to mature the processes used. Furthermore, using his experience from working in the public sector, he devised and implemented a new Cost Management Strategy. To ensure this strategy was embedded, he produced detailed reports to outline the approach taken by the Project Controls Team to complete updated cost estimates for all internal and external business plan submissions. -
Thames Estuary (Te2100) - Program ManagerEnvironment Agency 2011 - 2012Bristol, GbThe TE2100 project, led by the Environment Agency, was formed in 2002 to develop a comprehensive action plan to manage tidal flood risk for the Tidal Thames from Teddington in West London, through to Sheerness and Shoeburyness in Kent and Essex. The TE2100 plan is now internationally recognized as a leading example of climate change adaptation. Bill worked in an executive role as the Thames Estuary Phase 1 Delivery Program Manager. He was accountable for the development and implementation of the plan to procure the first tranche of flood defence capital works from the 100-year TE2100 strategy. This program encompassed 23 Policy Units, grouped into 8 Action Zones, with 500,000 residential homes, 40,000 non-‐residential properties, important business, critical infrastructure, industrial areas, 4 World Heritage Sites and the Port of London. In this role, Bill set up a PMO (Program Management Office) to include a variety of skilled resources including Project Managers, Civil Engineers, Estimators, Cost Consultants, Environmental Consultants, Risk Managers, Change Managers, and Procurement Officers. The baseline capital program was completed within 5 months and profiled the expected forecasted spend for the next 10 years, including areas of efficiencies, benefit realization and cost savings.This achievement was a first for the EA and has helped establish the requirements of the TE2100 procurement strategy. This role included weekly liaison with government officials, such as Her Majesty's Treasury Office, Cabinet Office, Infrastructure UK, and the Department for Environment, Food, and Rural Affairs (DEFRA) to provide updates on budget planning, risks and stakeholder engagement. Bill formed close relationships with these departments to assist in the development of the Outline Business Case totalling £1.25bn. Bill also led the preparation for the competitive dialogue procurement process and tender evaluation of the integrated delivery partner. -
Business Team ManagerEnvironment Agency 2010 - 2011Bristol, GbBill was appointed as the Thames Regional Business Support Manager, within the Agency, overseeing all Program Management and Cost Management services for the Thames Region. The aim of this role was to develop a team to improve the support given to the project managers who were responsible for delivering the annual Flood Defence capital works program. This portfolio consisted of approximately 120+ projects, ranging in various size, complexity and approved budget. This role included the preparation, coordination and planning of the annual service plans which outlined the program delivery commitments to clients across the Thames Region within the current Comprehensive Spending Review (CSR-‐5 year) period. Detailed forecasts of capital budget requirements for the coming years were provided, along with the associated business case to support the plan and requested budget. These plans were used to monitor and control performance and to ensure the delivery teams acted in an effective manner to deliver the identified benefits. Included within the plan were sections that covered program risk, DEFRA targets (Government outcome measures), target gateways and milestones and customer satisfaction surveys. The plan outlined a 'forward look' for future years, so to enable budget planning to be informed and incorporated into government spending plans. Bill also acted as mentor to support staff, presenting numerous regional workshops on forecasting and cost management. Working closely with the Asset Investment Planning teams and the Area Flood Risk Clients, Bill succeeded in developing improvements in project controls which enabled all internal stakeholders to have visibility to the program of works. He formed a solid foundation for how the next portfolio of works for future years was selected. -
