Implements changes to HR policies/procedures in light of risk management concerns, new legislation, regulations, market conditions, & strategic plan.Identifies, advises & assists employees & managers on employee relations issues to ensure compliance with HR policies/procedures. Provides direction relative to employee benefits.Evaluates existing HR programs, identifies need for new/improved HR programs, & oversees the design, approval, execution, & ongoing administration of HR programs. Manages, evaluates, & administers all employee benefits. Oversees the processing of all enrollments, changes & terminations. Initiates/manages annual renewal with insurance broker. Provides periodic information to management of employee benefits.Processes all salary increases, advises managers on hiring salaries, merit reviews & promotion increases for internal equity & market conditions. Conducts salary surveys & recommends changes to salary ranges. Assists managers in recruitment. Identifies the need for & plans & implements supervisory training programs related to HR & Employee Relations.Serves as liaison to HR consultants.Manages the HR responsibility of payroll ensuring accurate processing of changes. Provides back-up support to Accounting for payroll processing. Monitors/insures agency compliance with governmental regulations. Oversees workers compensation claims.Provides HR annual report to Board of Directors.Screens, interviews, & hires new HR staff. Oversees, supervises & evaluates staff.Ensures that personnel records reflect current & historical wage & salary data, contain proper documentation of all HR related issues.Provides information to regulatory officials regarding to employee records. Answers any requests by governmental agencies incl. employee complaints. Represents Agency at employment hearings.Manages & evaluates employee recognition initiatives. Conducts exit interviews to determine issues related to retention.
