• Responsible for proposal support (inter-divisional and third-party) through award. Work with subject matter experts to establish basis of estimate, pricing the effort in ProPricer, internal pricing/proposal approvals, creation of pricing and proposal cost volumes. Establishment of Inter-Departmental Purchase Orders and Inter-office funds transfers to facilitate rapid program execution. Set-up programs in CostPoint/DELTEK (funding, PoP, charge codes), notifying users of accessibility. • Responsible for programmatic oversight of Advanced Program Support’s Program/Projects Portfolio as Project Manager. Monitor project expenditures and revenue, budgets, approve and issue billings, create program customer financial reports, and monitor funding against actuals, requesting additional funding as warranted. Preparation of; and assistance with customer and/or DCMA audits. Prepare and support customer PMRs with financial status. • Provide critical, often time-sensitive support/recommendations in evaluating, executing, forecasting and planning APS budgets and project execution. Provide weekly status and issues briefs for senior management at the project and Line of Business levels. • Within budgeting, developed project spend plans, working with Program Managers and SMEs for accurate forecasting. During budget execution, coordinated funds execution documents; ensured commitments, obligations, and expenditures were recognized and reported within the appropriate financial systems; reconciled financial reports, and ensured errors were corrected; tracked execution against spend plans and ensured project benchmarks and milestones were achieved; recommended and prepared funding realignments as required to meet objectives. Prepared briefs for senior managers on program execution and provided recommendations to correct program variances or problem areas.

• Responsible for oversight and management of AFRL/RWPI’s Technology Investment Portfolio. Works with others to understand RWPI’s current executable investments in order to build and recommend RWPI’s future investment strategy. Works in conjunction with the Requirements and Operational Analysis Team, Capability Area Leads, RW Branch Chiefs and Core Technical Competency leads to asses key technology maturation efforts to ensure alignment with technical requirements, and strategic vision in order to prepare financial documents. Develops far and near term budget documentation, and respond to budget related inquires. Works with RW team members to ensure the currency, accuracy and completeness of RWPI’s investment portfolio contained and maintained across RW and AFRL data management systems. Provide critical, often time-sensitive support/recommendations in evaluating, executing and planning RWPI budgets. Provide weekly status and issues briefs for senior management. • Research and provide recommendations and fiscal guidance on realignment of funds to accounts, prepared and submitted budget justification documents, defended funding during Business Management Reviews (BMR), and developed requests for additional funding to support Program objectives. • Within budgeting, assisted in the development of annual spend plans. During budget execution, coordinated funds execution documents; ensured commitments, obligations, and expenditures were recognized and reported within the appropriate DoD financial systems; reconciled financial reports from Defense Financial and Accounting Services (DFAS), and ensured errors were corrected; tracked execution against spend plans and ensured DoD benchmarks were achieved; recommended and prepared funding realignments as required to meet objectives. • Provide cost estimating support for a USAF pre-Milestone ‘A’ weapon system program utilizing contractual specifications.• Provide complex studies and analyses in support of milestone activities; develop cost estimating methodologies, identification of applicable cost approaches and use of DoD directed cost factors for preparation of the Analysis of Alternatives (AoA), and Program Objective Estimate (POE).• Establish databases, cost models and spreadsheets as warranted to support cost analysis. Prepare and present project progress briefings to executive staff utilizing Top Secret security protocols.

• On-Site Representative (OSR) for the production and outfitting of the $218M Joint High Speed Vessel (JHSV) for Configuration, Data Management, and Logistical support. Logistics support for the Littoral Combat Ship (LCS)• Utilizing Human Resource guidelines provide supervision for on-site and remote staff by planning and managing tasking of team members to execute government plans and reach program milestones.• Implemented Logistics configuration and outfitting processes, inclusive of database management. Contributing member for the development of the Integrated Logistics Support and Sustainment Plans.• Research and analyze engineering/non-engineering design change proposals (ECP/NECP), both government and contractor, for impact. Provide cost estimates as warranted. Present cost estimates to the CCB (Configuration Change Board). Analyze master schedule for schedule slips and cost impact.• Procure via NERP and outfit all GFE spaces to a minimum of 97% stowed at delivery. Coordinated with shipbuilder to facilitate crew familiarity training for GFE and CFE procurements. • Contributing member of W-IPT (Working Integrated Product Team) for configuration changes and cost reduction.• Provide configuration and data management support by tracking and analyzing CDRL data. Established on-site technical and CDRL Library.
