About Barbara Guest

I have held a number of senior management roles in both local government and the VCS and have designed, developed and managed a broad variety of projects and programmes of work. My background is in Social Welfare Law, Adult Social Care, and Refugee Support Services but have undertaken recent commissions in domestic abuse, heritage, mental health and young people's services. If you have one-off pieces of work that need completing, projects that need developing and/or implementing, interim management positions to fill, events to organise and deliver, strategy/away days to facilitate, staff who require external supervision, support and/or coaching, stakeholder consultations to run, organisational or service reviews to conduct, then I have a broad and diverse range of skills, knowledge and experience to offer which will help you successfully achieve your goals in a timely and cost-effective way.     I have just completed 2 months providing interim support to Women Seeking Asylum Together (WAST) whilst they successfully recruited to their Development Manager role. I conntinue to provide some pro bono support to them. Prior to this I provided interim support as Front of House & Heritage Coordinator at the Pankhurst Centre after successfully project managing the installation of their new exhibition 'At Home with the Pankhurst Family' in the Pankhurst Museum in 2021. This work followed a 9 month part-time contract as project/interim manager for a domestic abuse organisation (Feb-Oct 2020). I also concluded a commissioned review of member care services for a friendly society. Prior to that I worked on a 17 month (2 days pw) contract with the Pankhurst Trust (incorporating Manchester Women's Aid) as project manager of an HR project and supporting with tender and other funding applications. I have provided external supervision and/or coaching for staff members in VCSE organisations and completed several other commissions over the last 3 years including service reviews, fundraising, and interim management positions.

    Worked for 18 months as a freelance project manager and then as an employee undertaking a variety of work in Oldham City Council's Adult Social Care department including:June 2011 to October 2012 Managed Adult Social Care's transformation programme, setting up project documentation, reporting to board, supporting managers to redesign and restructure services to deliver savings and develop new working practices with minimal negative impact on the public. Delivered over £1m savings in year 1 and on course to deliver the same in year 2 whilst expanding provision and winning new markets.October 2013 to January 2015 Designed, developed and delivered a new Client Support Service, bringing together 4 disparate services into one coherent service area in 2 phases, developing new job roles and designing job descriptions, consulting with staff, trade unions and others, managing service area until handover to new Head of Service in January 2015.From January 2015 Lead Officer for the Care Act - managing a complex programme to implement the Care Act in April 2015, to modernise the operating and workforce model, to evaluate provision to inform commissioning, to deliver improvements in practice and provision, to support integration with health and others, and to implement social care funding reforms in April 2016.
