California State Automated Welfare Systems (CalSAWS) ProjectSupporting the implementation of the California Statewide Automated Welfare System (CalSAWS) Project and Consortium automating welfare business processes in California serving all 58 California counties. The implementation of CalSAWS will merge California’s three county-level consortia welfare systems, supporting six core programs: California Work Opportunity and Responsibility to Kids (CalWORKs), Supplemental Nutritional Assistance Program (SNAP) known as CalFresh in California, Medi-Cal, Foster Care, Refugee Assistance, and County Medical Services. OV&V Analyst in support of the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP). Providing Operational Verification and Validation (OV&V) of the State’s fiscal agent, Hewlett Packard (HP) .Validating compliance of Key Performance Indicators (KPIs) and reporting of any identified risks.

Key role within the Independent Quality Management Organization (QMO) for prime vendor, Xerox/ACS for the successful takeover of the California MMIS. Implemented framework and supporting processes to ensure contract compliance and program compliance. Performed Requirements Traceability (RTM) definition, validation, verification, and operational accuracy. Assisted in the development of the Quality Management Plan (QMP) and the Quality Assurance Procedures and Standards Manual (QAPSM)

Served as a consultant liaison for the California Department of Health Care Services (DHCS) in regard to Medi-Cal operations and the functionality of California Medicaid Management Information Systems (CA-MMIS). Supported DHCS-initiated projects in the preliminary stages, determining necessary requirements, system development and defining programming changes. Developed test conditions and cases for User Acceptance Testing (UAT) and evaluated the UAT test results. Functioned as a consultant for contract bids/renewals and assisted in writing of new proposals with extensive knowledge of CA-MMIS. Coordinated and organized auditing of the state of California Medi-Cal processes and procedures for multiple audits including, the Bureau of State Audits (BSA) and Payment Error Rate Measurement (PERM) to ensure federal compliance.
