Directed the administration of a $98 million federal grant to New York City that supports services to improve health outcomes and reduce mortality rates for people with HIV/AIDS, under a master contract with the New York City Department of Health. Managed project as it doubled in size, and improved project performance and responsiveness. Responsible for bidding out and negotiating 200 subcontracts with over 100 hospitals, community health centers, and social services providers, performing fiscal and program oversight, and providing technical assistance and capacity building services. Re-oriented agency culture from one of strict oversight to partnership with subcontractors to achieve better results.

Directed budget division responsible for financial and management oversight of New York City health and human services agencies during a period of significant citywide retrenchment and reorganization. Managed staff of 50 to produce analyses of agency budgets and work with agencies to devise approaches to sustain core services while achieving quarterly budget reduction targets.• Directed financial analysis and played a principal planning role in several Mayoral initiatives, including two projects to support the expansion of primary care (Primary Care Development Corporation, Communicare); a successful multi-agency effort to reduce the spread of multi-drug resistant tuberculosis, the creation of a new agency to serve homeless adults and families, and the City’s voluntary Medicaid managed care plan.• Developed and negotiated a model agreement which changed the fundamental financial relationship between the City and its health and Hospitals Corporation, creating the incentive for public hospitals to generate productivity savings and revenue surpluses by allowing them to keep these savings within the system.• Developed strategies to increase state and federal aid. Presented City’s position in meetings with federal legislators and the U.S. President’s cabinet members.• Opened up the budget process by engaging agency program staff as partners in decision-making and by conducting panels and workshops for not-for-profit agencies on the City budget process.• Served as Mayor-elect’s principal staff liaison to incumbent budget, audit, and finance agency commissioners during the transition.
