She led the 2013 'Citywide Technology Assessment'​ imitative of Portland's 26 bureaus, establishing the city's top 10 strategic IT initiatives for the next five years. Through budget realignment, the city will continue to meet its demands for services and bureau expectations of its $100M technology budget, without further budget request. She currently oversees these same initiatives with a focus on data center hosting and major systems consolidation as well as work with the city's Transportation bureau to engage stakeholders in identifying quality solutions to right-of-way challenges.

Since 2012, Barbara has been a leader of a national 'movement across America,' KEEPING THE SPIRIT OF '45 ALIVE (congressionally-endorsed in 2010). She founded Oregon's Spirit of '45 Day by legislating the 2nd Sunday in August and placing it on the State Calendar. This effort assures the legacy of the men and women who were the “ordinary heroes” of America’s “Greatest Generation” will continue to inspire the youth of our nation. The Oregon Spirit of '45 Foundation is leading a statewide plan for the 2015 70th Anniversary of the end of WWII and Barbara serves as an ambassador to England and France to coordinate a world-wide tribute August 16, 2015. More details: Jensen’s “spirit” for the WWII generation has origins with her father & mother who met & married while he was stationed in England during WWII. Carl was assigned to break code to help our troops win both in Europe and the Pacific. In 2012, her English mother Joy, wrote a book about her experiences during WWII & moving to America. Inspired by her mother’s book, Barbara embarked on the Spirit of ’45 journey. In 2013, she led the effort in Oregon to become the first state to legislate a permanent Sof45 Day. In 2014, she became active in the National Spirit of ’45 movement & served as part of their core leadership team. In 2015, for the 70th Anniversary of the end of WWII, Barbara led the Oregon National Guard Army Band on a six-city concert tour across the state to honor the “Spirit”. On Veteran’s Day in Albany, she enlists our youth to carry photos of WWII men and women who served and ensure recognitions of the Greatest Generation by officials -- partnering often with US Senator Ron Wyden. She developed and implemented readiness actions—communicating to and developing partnerships with agencies, contractors, other governments, the Oregon Legislature, state and national user organizations and the media and develop the state’s business continuation plan. Jensen managed an 18-member executive board to prioritize all critical state information systems and created and oversaw the statewide Y2K business continuation plan. She worked closely with Oregon Emergency Management personnel to coordinate Rollover activities. Oregon received national recognition for their exemplary efforts to successfully implement its Year 2000 plan.
