As the acting Director of Development, successfully managed and implemented Kaplan’s new licensing and compliance product, branded as CMS G2. Responsible for providing administrative and technical direction to the Business Analysts, Development, Quality Assurance, and Implementation/Conversion teams. Highlights of achievements include:• Introduced and trained staff on numerous best practices, including the use of design/development standards, reusable processes, and detailed systems documentation;• Participated in developing twelve (12) to eighteen (18) month road maps for all CMS G2 products and services;• Defined reusable implementation processes and procedures, and migrated several customers from the legacy systems to the new, CMS G2 product;• Defined and managed release content, with new releases occurring every 6 – 8 weeks; and,• Identified and implemented several process improvements to streamline the activities related to design, development, implementation, and deployment.

As a Senior Business Analyst, performed a variety of duties in support of Kaplan’s new licensing and compliance product, branded as CMS G2. My duties included:• Defining business requirements;• Creating the logical data model;• Developing systems documentation for use by the development, quality assurance, training, and implementation teams;• Analyzing source data and creating specifications for data conversion software; and, • Participated in key, strategic meetings with external and internal customers.

Successfully managed and implemented a major hosted multi-board regulatory database application branded as the Promissor Uniform Licensing Solution for E-government (PULSE).• System was concurrently developed and implemented for the first state regulatory client on time and below budget; and,• Performed a variety of tasks on the project including:a) Developing the logical data model;b) Defining business requirements;c) Developing technical specifications for use by the developers and other project documents such as the system admin manual;d) Performed quality assurance testing;e) Analyzed source data and created specifications for data conversion software; f) Conducted user training at client site for a class of ten (10) client staff; and,g) Trained Promissor staff on major system implementation procedures.

Sircon provides:• Internet services (SIRCON, www.sircon.com) that allow the insurance industry to electronically submit transactions to all state insurance regulatory agencies; and,• Browser based database products that allow the management and tracking of individuals, agencies, brokers, and broker/dealers.Technologies used include Oracle DBMS, WebLogic 8.1, J2EE, Java 1.4.1, JDO, Struts 1.1, JSP, XML, and Actuate. J2EE design patterns include MVC, Façade, Delegate, and DAO.Primary Responsibilities:• Regularly participated in developing twelve (12) to eighteen (18) month road maps for all major products and services;• Provided technical direction to approximately twenty (20) IT staff who designed, developed, implemented, and supported: a) SIRCON for States, a hosted browser-based database application utilized by the state insurance regulators to manage all licensed individuals and organizations; and, b) SIRCON-db, a hosted browser-based database application utilized by insurance carriers, agencies, brokers, and broker/dealers to manage their licensed individuals in compliance with state regulations; and, c) Sircon, a hosted browser-based Internet service that allows the insurance and financial services industry to submit electronic transactions, such as appointment requests and license applications, to the states and business partners.• Directed and guided the re-design, re-development, and continued functional enhancement and technological refreshment of SIRCON to significantly expand the types of insurance regulatory transactions available to both individuals and corporate entities.

Technical Manager (September 1997 – February 1999)• Responsible for the design, development, implementation, and maintenance of: a) COSMOS, a client/server database application utilized by the state insurance regulators to manage all licensed individuals and organizations; b) SIRCON, the first e-commerce internet site in the nation to allow the insurance industry to conduct business electronically with state insurance regulators in real time.Senior Developer (February 1994 – August 1997)For the Michigan Department of Transportation and the Michigan Insurance Bureau,• Identified and defined general and detailed business requirements:• Performed logical data modeling;• Developed software program specifications; and,• Constructed, unit tested, and systems tested PowerBuilder software.
