Leading the Impact Measurement team in the Client Data and Personalization group that is modernizing benefits delivery for Canadians.

Responsible for data analysis and program evaluation of the $300 M annually invested by the Ministry via science and research programs. These programs support research activities in universities, colleges, research hospitals and research institutes across the province. Role includes developing a performance evaluation framework, setting KPIs and statistical analyses of CANSIM data as necessary to benchmark performance. Supporting the development of Treasury Board and Cabinet Submissions.Portfolio manager of $24.5 M in investments made through the Ontario Research Fund - Research Excellence program in top research teams in research hospitals and universities in Toronto, Waterloo and Ottawa. Role includes reviewing multi-million budgets, stakeholder management, negotiating contracts and managing performance.

Lead on the secretariat for the Ontario Research Fund Review, published May 1, 2018. Responsible for the evaluation of research funding programs and developing program policy to optimize research funding investments. Led the Treasury Board, Orders in Council and Cabinet Communications submissions for the ORF Review. Coordinated an Intellectual Property (IP) Roundtable for the Deputy Minister, supporting IP initiatives across the ministry.

Took a short term secondment to help build the Office of the Chief Health Innovation Strategist, which drives collaboration across the public and private sectors - among innovators, entrepreneurs, patients and health care providers - to bring new innovative health technologies to market in Ontario and globally. I designed and launched a $20 million Health Technologies Fund delivered by OCE and developed enabling policy and legislation that will accelerate the adoption of made-in-Ontario health technologies into our health care system. Held the pen on all Treasury Board and Cabinet Committee Report Backs.

Responsible for Big Data, Advanced Computing, Regenerative Medicine, Quantum Computing and Theoretical Physics funding portfolios and performance measures. Responsible for the development of the $75 M Advanced Research Computing and Big Data Strategy that is coordinated by Compute Ontario, including requisite Cabinet Committee and Treasury Board submissions.

Provided policy analysis on proposed health, citizenship and immigration, post-secondary education and children and youth services policy, legislation and regulation. Reviewed Cabinet Submissions and related Treasury Board submissions, synthesizing complex issues in order to brief and advise senior officials (Deputies, Ministers and the Secretary of Cabinet).Coordinated poverty policy development and provided strategic advice to the Co-Chairs of the Cabinet Committee on Poverty Reduction and Social Inclusion.Provided leadership, guidance and direction on poverty reduction, social innovation and social enterprise initiatives.

Commission on the Reform of Ontario's Public Services aka the Drummond Commission Took a short term assignment to help develop a path back to fiscal balance for the Province. Responsible for reviewing Treasury Board submissions from multiple ministries, researching, developing and authoring policy options and recommendations for the health, post-secondary education, economic development, tax expenditures and revenue portfolios (over 175 recommendations in total).Led five teams of six to fifteen Treasury Board staff through the development of policy options and initial report drafting under tight timelines.

Developed strategic priorities for the Ministry and aligned MRI program performance metrics in an overarching logic model. Designed the architecture of a newly implemented project management system for the Ministry. Designed, procured and managed a third-party impact assessment for the Ministry which assessed impact and value for money through qualitative and quantitative analysis, using online surveys and in-depth interviews of over 1,300 funding recipients.

Led a team to develop a framework to assess the employment outcomes of Ministry programs. Wrote successful Cabinet and Treasury Board submissions under tight timelines, including briefing Ministers, Deputy Ministers and Assistant Deputy Ministers to create a new brain research and commercialization institute for Ontario (the Ontario Brain Institute). Authored a white paper for the Secretary of Cabinet around options for a Chief Scientist role for Ontario.

Reviewed the current set of performance metrics being used at the Ministry and began a series of consultations to shift them from being input focused to encapsulating outputs and outcomes as well. Worked with external stakeholders and funding recipients to develop new reporting standards and performance measures during contract negotiations.

Led an eight-person team to conduct a quantitative gap analysis of research talent funding in nine jurisdictions. Led a ten-person team to develop a balanced scorecard model for the branch. Responsible for research program performance measure tracking and analysis in preparation for the Standing Committee on Estimates, budgeting for Results-based Planning exercises, providing research program policy advice and supporting the adjudication process for several research awards.

Designed and conducted an impact study investigating the effects of OTF funding in five small towns across Ontario over the last 25 years which involved conducting over 50 focus groups and one on one interviews in French and English. Wrote and produced five short documentaries illustrating funding impacts. Designed and managed a youth needs assessment project. Developed Early Years Centre policy options for the Government of Ontario.

Evaluated the impact of Heritage Canada's Community Support Centre program and developed the program evaluation skills of over 30 funded organizations in eight cities across Canada. Worked with Statistics Canada on quantitative reports (National Survey of Nonprofit and Voluntary Organizations and National Survey of Giving, Volunteering and Participating), coordinated focus groups of key informants from Government, businesses and the nonprofit sector and co-authored a Statistics Canada report on the results.

Contributed to scientific manuscripts, grant submissions and SOPs. Designed and ran experiments modelling Schizophrenia. Collected data and performing statistical analyses. Trained staff, students and post-doctoral candidates.

Performed essentially the same duties as in Dr. Kapur’s lab, yet modelling Alzheimer Disease and Rett Syndrome.
