Implemented a successful prisoner re-entry program. Formulated and administered a Ceasefire operations group and community program . Represented the Mayor as a member of the United States Conference of Mayors , Youth Advocacy Commission , Workforce Investment Board and U.S. Department of Homeland Security Advisory Board. Promoted and implemented intelligence led policing as well as partnerships with county and State agencies to participate in these aforementioned initiatives.

City of Newark Police Department , Commander . Prior Commands CRIMINAL GANG INTELLIGENCE, INTERNAL AFFAIRS , ROBBERY /HOMICIDE, TARGET TEAM

Provide operational direction, leadership and administrative oversight to the Gang Intelligence Unit which consists of 3 supervisors and 27 Detectives. Identified and interdicted gang violence to thwart gang proliferation in the city through proactive intelligence.Identified and partnered resources with federal, state, county and local law enforcement agencies.Led multi-jurisdictional investigations dubbed "Operation Brickhouse" and "Operation Nine Connect" that resulted in the arrests of ninety gang members on various criminal charges. Directed major citywide crime detection programs including taxi robbery and church burglary task forces. Successfully corrected major infrastructural problems and implemented non traditional strategies including GangStat .

Responsible for the overall management and coordination of the Internal Affairs Department for a 2,200-person police agency . Supervised and directed activities of 33 Internal Affairs supervisors and officers involved in the investigation of all personnel matters including corruption, integrity issues, disability, and candidate/background investigations. Managed investigation of domestic violence cases. Recommended suspensions and psychological evaluations. Served as member of Police Trial Boards and interfaced with Police Chief to administer disciplinary actions. Maintained internal affairs records vault and personnel disciplinary records. Actively involved in Compstat to control corruption, monitor productivity, and constructively deploy personnel in accordance with crime trends and patterns. Prepared weekly proactive integrity control reports for each of the city's four precincts. Responsible for arbitration with Labor Unions and contract development .

Tasked with the challenge of reducing auto theft in the city that was rated third worst in the nation. Developed TARGET (Tactical Auto Recovery Group & Enforcement Team) consisting of 44 detectives Obtained $190,000 in vehicles and equipment to create a wolf pack of units. Fostered relationships with community groups and families of suspects to minimize theft.TARGET recovered more than $ 9 million in stolen vehicles and made 425 arrests, lowering Newark's national stolen car ranking to 15th. Commanded fugitive task force and created Newark's first Ten Most Wanted List program.Commanded the Robbery/Homicide Unit and developed a 58% clearance rate. Formulated and conducted a sting operation that resulted in 700 arrests in connection with misdemeanor and felony warrants.
