As a Regional Planning and Environment Division South biologist, I work with other team members to ensure that all civil works studies and projects in the planning, construction and operation and maintenance stage are following environmental guidance, laws, regulations and policy compliance, in order to produce the proper level of NEPA documentation. Documentation involves environmental planning, preparation and peer review of biological studies and reports. I regularly coordinate with, District staff, state and federal agencies to ensure concurrence with any project related occurrences or issues. I serve as the Mississippi River Levee (MRL) Program lead biologist, ensuring integration of the NEPA process during the planning phase of all projects, and insuring that an appropriate level of environmental documentation is developed. I serve as the Vicksburg District Continuing Authorities Program (CAP) Coordinator, regularly meeting with potential customers and sponsors, to determine if projects are eligible to be studied under any of the Continuing Authorities. Manage and monitor all aspects of the continuing authorities projects, from start to finish. I am proficient in the use of GIS, including collection of data, creation of maps for NEPA documents, delineation of threatened and endangered species, and other Environmental functions.I serve in the Vicksburg District Recovery Field Office (RFO) for EmergencyOperations as the planning officer during major events or disasters.I serve on the Vicksburg Debris Planning and Response Team as a NEPA compliance officer, ensuring that all NEPA guidelines and laws are complied with, during the debris cleanup after a major event or disaster.

Developed statements of work for the Contracting Officer and oversaw all aspects of the bidding process. Provided technical guidance and consultation to contractors interested in the project.Ensured compliance with applicable regulations.Ensured the integration of the NEPA process in the planning phase of projects and ensured an appropriate level of environmental documentation was developed.Was a member of the MSARNG Wildland Fire Management Team, this included, writing burn plans, conducting prescribed fires as Incident Commander, working under an I.C. on the fire team, operating heavy machinery for fire lane, and other prep work, etc.Assisted with the management of the natural and cultural resources within areas under control or use by the MSARNG.Guided projects to avoid sensitive areas/issues to insure minimum project impact.Assisted with forest management within areas under control or use by theMSARNG.

Reviewed, investigated, and made recommendations on applications for general coastal wetlands permits under the laws, rules, and regulations of the Mississippi Coastal Wetlands Protection law, the Coastal Zone Management laws, and United States Army Corps of Engineers (USACE).Performed field investigations for compliance with applicable laws, rules, and ordinances.Reviewed all of the specifications of the permit application process. Assessed mitigation and compliance and identified violations, and reviewedUSACE non-tidal permit applications for federal consistency with theapplicable state and federal laws.Identified coastal wetlands for possible mitigation sites, and cataloged potential wetlands for purchase by the State of Mississippi.Developed and implemented management plans for state-owned coastal wetlands.Regularly interacted with members of local, state, and federal regulatory entities, land use developers, economic developers, port and harbor officials, environmental consultants, business and community leaders, special interest groups, and the general public.
