It covers four provinces and works in the provincial capitals and some district municipalities. RAMP UP West also works with each municipality to identify an anchor public service for intensive assistance (solid waste, roads/sidewalks, water, drainage, etc.). It provides support in economic development, land use planning, revenue enhancement, modernized accounting and many other areas. It provides comprehensive assistance based on municipal needs and citizen input/priorities. It seeks to transform Afghan municipalities so they can provide better services to their citizens. Provided technical assistance to strengthen budgeting, financial management and other improvements that lead to measurable and demonstrable improvements in the delivery of public services. Successfully facilitated the development of a new Budget Law, a new law on Municipal Borrowing and a new Law on Urban Planning. Facilitated a dialog between the central government and local governments that resulted in a transfer of funds via a transparent and objective formula to local governments for small investments (money previously held and spent by the central government). Provided assistance to the Government's Inter-Ministerial Committee on Decentralization (IMCD), a cabinet level group that decided government policy on decentralization. Provided extensive on-site technical assistance to urban and rural district councils in topics such as human resources management, strategic planning, and information technology. Also advised local authorities in the adoption and implementation of systems and policies that increase transparency and public participation and consultation in decision-making and resource allocation.
