Lead staff of 106 technology professionals providing full-service technology solutions and infrastructure management to 50 county departments including Health and Human Services, Public Safety and Community Development.Transformed information technology function removing organizational silos, implementing an enterprise approach for technology governance and centralizing technology investments. Manage $24M annual centralized technology budget and $20M capital technology budget with the lowest percent of revenue investment metric in the state of Virginia. Created technology investment model and project vetting process to govern all technology spend, increasing return on investment for all projects and ensuring consistency in solution delivery. Lead the annual information technology strategic planning process to align technology investments with organizational goals, resulting in approvals by department directors, county administrator and elected officials. Established a strong information security program protecting citizen and county information resulting in a 75% reduction in tangible risks.Recognized with numerous national awards for technology innovation including #1 Digital County in America (three times), Best Municipal Website in America, and a dozen Governors Technology awards for innovation. Sponsored and modeled culture change in the department to a "customer first" perspective, resulting in customer satisfaction rate improving to 92%.

Led 425 technology staff delivering infrastructure services to 75 state agencies in Richmond. Actively managed budget of over $11.5 million in technology spend for State agencies. Managed $6.5M Virginia Emergency Operations Center infrastructure project for the Commonwealth resulting in a consolidated communications platform implementation. Sponsored and designed eight shared service offerings for Public Safety agencies delivered on time and on budget to the agencies.

Led 75 person distributed infrastructure team focused on delivering IT services for the Public Safety agencies. Managed IT infrastructure for the Public Safety Secretariat, including 12 state agencies while providing exceptional availabilityResponsible for service delivery and technology employee management at agency field offices statewide. Negotiated transitional agreements with 12 Public Safety agencies totaling over $6.2M and coordinating transition of over 100 employees.

Led 50 technology employees delivering high volume transaction processing middleware and data management in a widely distributed network. Responsible for IT architecture planning and direction for the corporation. Deployed enterprise security directory for 90,000 associates and vendors. Designed fault tolerant environment supporting directory yielding 99.995% availability.Managed financial budget of $8 million, consistently reducing costs and increasing levels of service. Performed business integration to enable mission critical transactions with over two dozen companies, including Microsoft Network, Amazon, America Online, Verizon and American Express. Transformed corporate IT architecture and security roadmap, resulting in key software and hardware acquisitions and enabling 25% increase in programmer efficiency.

Led 30 developer software group focused on consumer financial transactions, computer telephony interfaces, high speed transaction processing and database management. Managed retail point of sale transaction processing for credit, check, gift card, tax and third party vendors at over 500 retail locations. Constructed environment to support transaction processing for retail locations. Enabled 30% growth per year in core business. Established support plans for other business units, led efforts to stabilize systems resulting in savings of over $5M.

Provided systems programming management to staff of 10, reported to VP of Systems Technology. Designed and developed architecture for a man-machine interface for conveyor sort equipment, resulting in peak throughput of 30,000 pieces of music per hour. Led the development of three tier client server software for satellite infrastructure, enabling six key projects to be deployed on time and on budget.

Led 5 team of networking professionals focused on emerging networking standards and protocols. Reengineered and deployed the core network utilizing a collapsed backbone and industry standard components resulting in higher availability and better performance. Supported and managed local area network and wide area network for over 500 locations. Implemented first remote office technology, enabling expansion in core business. Maintained 99.999% uptime for retail operations.

Developed warehouse sort controller interfaces, resulting in 35% increase in uptime for personnel. Designed and developed rules based expert system for call center associates, resulting in 25% reduction in call length. Implemented peer code review procedures, resulting in 75% reduction in code defects. Administered UNIX systems and performed coding in C, C++ and Java.

Designed, developed and deployed communications and encryption software for federal government. Authored responses to federal government bids, resulting in 3 contracts in 18 months.Deployed UNIX based mini-computers with custom communications management software.

Provided software technical support to Motorola field engineers. Analyzed system dumps, developed action plans for software developers to correct problems. Provided coding assistance in COBOL, and Assembler languages.

Supported network of 25 hospitals with processing needs, produced management reports on daily activities and worked with hospital staff on data processing needs.
