Chief Counsel (Attorney), GS-0905-14 January 25, 1999—September 17, 2019 Serve as Chief Counsel of the Plant’s Legal Office. Responsible for providing legal advice, opinions, decisions, and services on cases and problems involving the full spectrum of MCAAP’s Mission, including but not limited to the areas of procurement, environmental, and labor/management relations; conduct extensive legal research and prepare various documents, including memoranda, motions, and briefs, some of which are submitted in third party actions against the Agency; represent and assist in the representation of the Agency in labor and personnel law matters including appeals before the MSPB, the EEOC, and before arbitrators; assist US Attorneys and Army litigation attorneys with investigation/preparation of cases filed against the Agency in Federal Court; decisions made relate to sensitive matters, significant legal precedents and matters in which there is interest on the part of the public, e.g. environmental pollution problems, Freedom of Information requests, labor relation problems, EEO matters, which may have economic, social, and political impact. Handle matters with the view of preventing litigation. Advise Commander and management on questions of substantive and remedial law or administrative policy involved in the operations of the Plant and in contacts with industry, private and professional associations, state, and local governmental organizations, or the general public. Answer questions on common law, administrative, criminal, and civil law, including questions covered by interpretations of the Comptroller General, JAG, and other legal authority; work with office staff members of the Congressional delegations to provide information in response to inquiries. Supervise and evaluate Legal Office employees, including attorneys. Specific duties include the following: Labor/Management Relations, Administrative Law, Environmental Issues, Procurement Issues, and Legal Assistance.
