The department consists of 4 divisions highly specialized in aviation warfare (SPEAR), surface/mine warfare (SABER), undersea warfare (SWORD), and Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance - C5ISRT/Cyber Warfare (Spectrum).● High Level Responsibility: Responsible for all departmental engagements with the White House, Congress, Department of Defense, the Secretary of the Navy, Interagency intelligence/security agencies, and all foreign government intelligence agencies.● Transformational Leader: Revitalized the department from a two-year period of challenging budget cuts, personnel shortages, and strategic languishment. Restored the department to operational levels sufficient to inform the Fleet with 100% of the information needed to make critical decisions with tactics, training, and procedures to defeat the country’s enemies.● International Collaboration: Worked directly with key allied countries to develop training, tactics, and procedures to effectively and efficiently protect national interests against (GPC) Great Power Competitors. Involved travel, and multiple key engagements sharing information and extensive complex analysis across all levels of naval warfare. ● Executed a budget of $ 1.7 million for operations, travel, training and supplies.
