Conducted Business Case Analyses of alternative business approaches for system acquisition and installation.Provided program management and technical analysis throughout the acquisition process of a cross-platform MCS, working directly with the In Service Engineering Agent (ISEA), Naval Ship Systems Engineering Station (NAVSSES), to provide acquisition, manpower, materiel and facilities support to lead the developer through design, development and installation of the new MCS.Led the development of initial technical and logistical documentation and eventual transition to System Development Life Cycle (SDLC) documents including Functional Requirements Document, Integrated Logistics Support Plan, Business Cost Analysis and Configuration Management Plan.Developed a more effective and efficient process which led to the development of an original Software Problem Incident Report (SPIR) tracking form and reporting process now in use by the NSC and uploaded to the CG Portal for use by other CG activities. This process has proven successful in facilitating, collecting, assessing, and tracking software discrepancies from discovery to resolution.

Strong attention to detail ensured test and certification requirements were completed under budget.  Day to day management of ship-wide testing requirements requiring detailed and frequent coordination of efforts of the Contractor, Supervisor of Shipbuilding, ISEA's and the Carrier Engineering Team to ensure all testing requirements are met within cost and schedule constraints.Directly involved with ISEA's in the coordination, documentation and tracking of several major ship-wide inspections, tests and certifications. Lead coordinator for the ongoing Installation Coordination Team and Delivery Team efforts. This daily effort required management of available test budget and coordination of numerous outside activities including the Type Commander, Supervisor of Shipbuilding, Northrup Grummen, Naval Surface Warface Centers and Carrier Engineering Team to meet testing and certification milestones.  Spearheaded the development of the USS Theodore Roosevelt's (CVN 71) Refueling Overhaul Test and Certification plan. This extensive effort required the integration of 2 major “lean” initiatives. These lean events significantly changed the process of a Carriers Refueling Overhaul and therefore required a detailed and complex effort to ensure the Test and Certification plan met the new requirements. This plan in conjunction with the lean events will increase the Operational Availability of the Carrier by over 5 months per RCOH maintenance cycle

Assistant Community Manager

 Assigned as Assistant Nuclear Enlisted Community Manager and Quality Control Advisor for 14,000 Naval Nuclear Propulsion personnel in the surface and submarine communities.  Directly responsible for establishing detailed and long term personnel requirements - which greatly improved the establishment of personnel and training requirements, proper accessions and compensation management. Dynamic involvement as Nuclear Propulsion Program representative for several Navy-wide programs and initiatives. Through outstanding leadership and in-depth knowledge provided valued input in every phase of discussion and development.  Through an extensive effort identified several areas of personnel distribution policies that needed to be modified and improved to coincide with changing Navy policy. Dedicated time and effort improved and corrected long-term systemic deficiencies and improved overall nuclear manning, specifically the selection and assignment of over 800 instructors to the nuclear training commands and the Senior Enlisted leadership on 103 nuclear platforms. Set the bar for future fleet readiness; revamped an $80M compensation package for the nuclear enlisted force to address the supervisory component of the nuclear force while simultaneously saving tens of millions of dollars with lowered accessions. Hand selected from other senior Master Chiefs to serve as Senior Enlisted Leader for Chief of Naval personnel’s personal staff. His superior leadership and dedicated coaching and mentoring efforts improved tremendously the morale, advancement and recognition of his Sailors. Expertly led a team of 20 Chief Petty officers in the completion of over 50 annual comprehensive performance appraisals. Tremendous speaker that gave numerous presentations to fleet personnel and Senior Navy leadership. His ability to form a bond with his audience played a key role in the comprehension of his audience. Extremely knowledgeable, articulate and persuasive.

Earned high praise from inspection team during 1999 evaluation. Ensured highest standards of performance and commitment.  As Reactor Training Division Officer, directly responsible for the training and qualification of over 400 nuclear watch standers, including the development of short and long range training plans, integrated training guides, over 100 complex watch station and qualification exams and instructor certification process’  Assumed full responsibility for all aspects of reactor plant and steam plant casualty training. Led a 20-man drill team in conducting over 500 casualty drills, ensuring departmental proficiency in casualty actions and operations. Prepared departmental watch standers for detailed program inspections which earned high scores for casualty performance and watch stander professionalism.
