 OE Advisor to the Bellaire Area Facility Manager (Bellaire, BRP, NADC).  Member of local Leadership Teams and Health, Environment and Safety (HES) Committees and mentor other HES professionals. Assisted with vetting of processes and substituted for OE Advisors when needed.  Advocate for CHESM, SWP, RSIP and IIR processes. Facilitated Emergency Communications, Business Continuity Plan development with operations support, maintenance, training and exercises. Provided facility construction site and Project HES support from concept through operation including: safety/design, code review, Site HES including inspections and audits, risk management, incident investigation, OE Training as required, Contractor HES pre-qualifications, Site Occupational Safety and Health Administration (OSHA and other regulatory bodies) reporting and safe work practice support. Monitored and Supported HES program and advancement of OE implementation in region working in tandem with CBRES Operations and Projects, as well as Real Estate Strategy and Portfolio Management, and Business and Internal Services as needed.  Implemented broad proficiency and extensive expertise application in OE Management System Processes and tools and analytics including monitoring and communicating performance results to the business units. Supports the OE Management System implementation Facilitated Emergency Communications, Business Continuity Plan development with Operations Support, maintenance, training and exercises with Operations. Provided process support includes data and trend analysis and development of plans in support of Continuous Improvement. Solved unique and complex problems requiring mastery of several aspects of OE. Served as CBRES OE Process Advisor or local Advocate ensuring assigned processes are in place and functioning as intended.

 Ensured all workers adhered to the requirements identified in the project safety plan.  Performed audits of vendors and evaluate their OE/HES program and practices to determine their level of compliance with the requirements of Chevron and CBRES. Review JSA’s and permits. Frequently checked the job site to assess and evaluate job site environment then implement proper safe work practices or course of action when necessary.  Performed risk/hazard assessment and work with operations or project managers to write and build a project safety management plan and detail mitigation for addressing all risks. Held periodic group meetings and weekly toolbox talks and promote other means of communications with workers to ensure awareness of site safety.  Rewarded outstanding performance and promoted feedback and encouraged worker involvement to help identify hazards in the workplace.  Provided technical and advisory assistance to the PMs. Requested corrective action plans from the general contractors to help identify and communicate performance gaps in the OE/project safety plan.

 Led a Team of 50+ professionals to sustain a robust health and safety culture and ensure that full adherence to BP’s contractual HSE requirements had been established and maintained by all associated Contractors and Suppliers. Worked with the Operations group to develop tactical plans and ensure all risks on land and water were identified and addressed. Provided Safety oversight of response workforce at ground zero of land impact covering hundreds of miles of remote beaches with workforce of 3,400 personnel being transported on a fleet of approximately 1,000 vessels.  Worked as liaison between BP, subcontractors and Parish officials to ensure continuity, good communication and safe operation at all sites. Responsible for start-up of decontamination sites throughout Lafourche Parish including small and large watercraft, vessels, barges, equipment and boom. Reviewed policies/procedures from various subcontractors to ensure all documents met or exceeded the requirements of the client (BP) and Regulatory Affairs (i.e. lock out/tag out procedures, decontamination, confined space entry and collection and disposal of hazard material waste procedures). Performed inspections, audits and review of work/entry permits to comply with all client and regulatory standards. Helped with the startup of decontamination (decon) sites throughout Port Fourchon.  Actively monitored oversight of work site to ensure best practices of contractor personnel was being followed while performing duties in the field. Development of various policies relating to field work.
