Bart managed an office of civil engineers, aviation planners and environmental specialists in Orlando, Florida for the Federal Aviation Administration (FAA). His primary responsibility was to administer the Airport Improvement Program (AIP) and other funding programs, which provides federal grant funding to public use airports for planning and development projects in Florida. Bart was also responsibile for the Passenger Facility Charge Program (PFC), airport enviornmental and noise program, airport planning and engineering standards, airspace program and compliance program for all public use airports in the state of Florida. His position involved coordination and collaboration with airport directors, various organizations within the FAA, engineering firms, the Florida Department of Transportation, the Florida Airports Council and other federal, state and local governments to develop a system of airports that are safe and efficient.
