I provided volunteer legal counsel to and for amateur radio operators and organizations, including ARRL, based on 50+ years in the radio hobby. I provided Mandatory Continuing Legal Education courses about communications law. I hold the two highest class licenses issued by the Federal Communications Commission.

The California Historical Radio Society is dedicated to the history and preservation of early radio and radio broadcasting, and interpreting early communications history, with a new museum and headquarters in Alameda, CA. CHRS is linked to the ARRL (for amateur radio history, as W6CF) and the Antique Wireless Association in New York.

Retired, (AV peer rated); Pursued "Litigation, Mediation, Appeals & Deals" (sm) since 1973; see www.bartlee.com (presently State Bar "inactive" status).Before 2018, I acted as counsel to, and mediator for, individuals, small business, physicians, non-profit corporations, and museums. I provided counsel and mediation re general civil litigation (federal and state -- multiple reported appellate and trial cases in complex litigation; multiple trials and hearings and settlements) and counsel re physician and hospital relations; I also enjoyed an Antitrust practice over many years. I have published two law review articles; also two historical articles on the California Civil Code; and articles on physician and hospital relations. In 1979 through 1981 I served as the General Counsel (then President) of the Greenpeace Foundation of America in San Francisco. Thereafter I counseled many non-profit organizations most recently the California Historical Radio Society, while in active practice focusing on federal and later state litigation for businesses and individuals, My current enthusiasms are public policy from a legal perspective and the history of technology.

Management of auxiliary communications systems especially amateur radio in aid of disaster recovery; served as Deputy Communications Lead, New York City Red Cross re 9/11 response, 9/12 - 9/21, 2001; I remain active in nets and research. I hold the Federal Communications Commission Amateur Extra class license and the FCC General Radio Operator (+Radar) commercial license, the two highest class licenses issued by the FCC.

Law & Economics, 1983 -- 2003; I authored the Curriculum Guide for Law & Economics. I remain interested in the interactions of law and economic theory and the public policy implications thereof.
