Department of Commerce PP&B – Service Management Director Work with the DOC PP&B program management team to collect, synthesize, evaluate, and report on business and performance data to support service delivery performance, quality assurance and continuous improvement across Personnel Action Request, Payroll, and Benefits (PP&B) operations. Develop business strategies to support effective quality and performance management to appropriate Key Performance Indicators (KPI), Service Level Agreements (SLA), and Service Quality Metrics (SQM). Prepare and present reports to the customer, including status of work in progress, accomplishments, trends, opportunities, and risks. Develop best practices, implement continuous improvement efforts, ensure quality and compliance requirements are met and deliver staff training on topics such as business process reengineering, value stream mapping, root cause analysis, kaizen, built-in quality measures, etc. Develop reports, analytics, and measurement methods to increase understanding of production results and opportunities for change using DOC systems. Maintain daily, weekly, and monthly dashboards to track compliance with service level agreements and other key performance indicators, and advise leadership on service delivery, quality measures, and accountability. Partner with PP&B leadership to initiate, manage, and facilitate continuous improvement projects based on predictive analytics to gain efficiencies, improve productivity, and accelerate growth. Prepare and present accomplishments to the customer, using effective visualization methods and analytics. Conduct root cause analysis of issues related to missed performance and quality metrics (SLA) and initiate corrective action with PP&B operational leadership. Coach and mentor team on analytic and audit skills and analysis and monitoring ongoing performance and identifying areas of variance and target improvements. Nearly all timeliness and quality assurance SLAs are 100%.

Supported the Component Acquisition Executive (CAE) working with USSS Program Managers (PMs) to portfolio management controls by assisting in conducting Program Manager Reviews (PMR) for mission critical information technology investments to ensure PMs are successful in delivering new or upgraded capabilities to the USSS. Presentations by the Government PMs to key Government stakeholders focus on cost, schedule, performance, risk, and staffing. Meetings with PM define the scope, complexity and objectives of the acquisition program, coordinate PMR scheduling, assist in conducting the PMR, developing reports and presentation materials, including overview, accomplishments and activities, performance parameters, funding, contract status, program schedule, program risks, lessons learned, and issues and concerns.

Provided strategic analytical and reporting support for Navy Medicine, BUMED Flag Officer, Senior Executive Service, and Force Master Chief (FOSEFOR), Surgeon General’s Commanders Update Brief, and Office of Strategy Management (OSM). Developed position paper on strategic data and analytics best practices with a focus on enterprise systems, data supporting evidence-based decision-making, data quality, and data manipulation and information retrieval.
