•Advise Ooredoo Kuwait on the regulatory aspects and climate that would affect proposed activities.•Responsible for providing regulatory affairs functional support to product and service development activities and overall business objectives. •Monitor and submit applicable reports and responses to regulatory authorities and negotiate and interact with regulatory authorities during the development and review process to ensure submission clearance or approval.•Assist in regulatory due diligence and acquisition transfer activities. •Review publicly disseminated information to minimize regulatory exposure, review product and service claims and preserve confidentiality of applicable product and service information. •Provide regulatory input for and appropriate follow-up to inspections and audits. •Create contingency plans and strategies to be prepared for new regulations or policies enforced by the Regulator.•Manage and ensure smooth reporting for Telecommunication regulatory economics Benchmarking studies, feasibility and evaluations Statistical analysis &data collection required by governmental bodies •Understand and advise on the regulatory environment and ensure Ooredoo is able to operate with maximum effectiveness within it.•High level Engagement with the received public consultations & executive bylaws & regulations received from CITRA •Facilitate ,lobby and align with market players to raise the sector concerns and represent OK interest. •Represent Ooredoo Kuwait in cases of local dispute and resolve issues. •Supervise and manage the activities of the Corporate Legal department and assign work to the legal team and supervise the execution.•Oversee the day to day work of the internal Senior Legal Advisors and external counsel to ensure a high quality of work performance.•Collaborate, brief and liaise with externally retained lawyers on specific cases as and when needed. •Overview for all legislative and regulatory issues.

•Participate in the review of publicly disseminated information to minimize regulatory exposure.•Build & create a clear vision and roadmap strategy for the regulatory body and forecast on the telecom market direction. And provide risk assessment plan for regulatory area .•Assurance of Internal & external compliance and adhering the governance process with set guidelines, enforced business policies, restrictions ,bylaws and regulations.•Take the lead on the MNP (Mobile Number portability project and initiate the needed process and policies to ensure proper deployment &post launch issues: general process, violation, escalation procedure ... etc.•Initiate & control the Site sharing & frame agreement policy, strategy, cost structure and mechanism & Site build regulations and restrictions & future BTS /collocation + SLB.•Provide Telecommunication regulatory economics Benchmarking studies, feasibility and evaluations. •Allocating frequency and spectrum management, distribution ,utilization, and minimizing/eliminating external/internal interference/overspill .•Study, evaluate and assess all telecom decrees that published from CITRA.•Provide support, consultancy /compliance advice /restrictions for Fast Telco & Fono and risk assessments.•Support the legal team for all correlated legal litigations and exposure to all judicial system & provide legislations /contractual assessment.•Facilitate, lobby and align with market players to raise the sector concerns and represent Ooredoo interest.•Supervise the product offering, promotions services approval process & progress : study ,evaluation ,feasibility, design structure and compliance with telecom regulations, business rules guidelines and •Monitor , maintain and handle through the interconnection agreement ,traffic ,POI's ,routing , IOT rates ,cost modelling, FTR&MTR , data, reports exchange, disputes.•Budget :Regulatory Annual approx. budget –KD 36 Mil excluding the projects.

•Supervises & manages the BSS-RAN departments and field support . •Ensure compliance with troubleshooting policy and maintain the approved SLA.•Enhance network quality by monitoring the implementation of annual preventive maintenance plans.•To ensure that procedures & methodologies are reviewed and approved before they are adopted into the network; this includes software upgrades, new patches, system modifications, database configurations and any other network affecting procedure that may affect the agreed network availability and KPI’s.•To enhance Network quality by monitoring the implementation of annual preventive maintenance plans.•Identifies and develops new maintenance methodologies and maintain/control the maintenance contracts. •Participate in and conduct meetings as needed with vendors to resolve critical issues that cannot be resolved at the TAC 1 Level (First Level of Support) and TAC 2 (Second Level of Support) and escalate network problems to vendors TAC 3 (Third Level of Support) and Vendor Product Developers.•Proactively check and test all Network Systems creating audit reports to ensure Company, Divisional, and Departmental KPI’s are met. •Ensures compliance with all Division and Department procedures and policies..•Analyze the current processes and purpose enhancement to improve work flow within the section and with peer departments.•Provide integrity in the assessment and recommendation process when looking at the operation of the network and upgrades to new Technologies.•Provides inputs and helps manage the OPEX Budget Plans.
