• Manage the team responsible for analysis and decomposition of required migration & clearing work into discrete work orders; prioritize, assign & schedule those work orders with the applicable implementation vendors to ensure Intelsat’s overall C-Band clearing objectives and schedule are met.• Own and manage budget, forecast, accruals, and actuals for a portfolio of 12 contracts totaling over $5 million across 7 vendors responsible for delivering the required field engineering, staff augmentation, and systems implementation services needed for project completion.• Define, negotiate, and execute any vendor contractual changes necessary to complete the required clearing activities.• Monitor progress of Earth Station outreach and clearing activities to ensure continued alignment of dependent work, analyze and control any change in scope, schedule or cost, and take decisive action to escalate and resolve performance issues when they exist, with a specific focus on over 100 Earth Stations operating Simulsat antennas.• Lead all aspects of the systems & data infrastructure that serve as the foundation for C-band clearing activities: oversee systems, data and reporting vision, requirements, design, implementation testing, and on-going maintenance of the system of record for over 9,000 vendor work orders.• Analyze, augment, and continuously improve Earth Station, customer and antenna data available to scope, plan and execute the clearing activities, including refining over 16,000 FCC antenna registrations into our actionable scope of over 5,000 antennas across 1,200 in-scope Earth Stations.• Identify program risks and work with cross-functional teams to mitigate issues with minimal impacts to schedule and budget.• Support regular and ad hoc reporting & evidencing required to seek FCC certification of project completion and reimbursement for related clearing expenditures.

• Performed as lead for CSRA's contractual support of the NPPD Cybersecurity Pay Enhancement Program, a new, high-visibility, component-wide workforce retention and development program.• Responsible for large-scale data management across multiple enterprise applications and sub-organizations, including the management of several hundred cybersecurity pay incentive cases, conducting audits of existing pay cases, and verifying the accuracy of data for over 1,000 members of NPPD’s cybersecurity workforce.• Pioneered new and unique ideas for policy, process, and procedural improvements, updated program SOPs, and developed novel methods of data collection to resolve significant program and data management challenges, resulting in decreased processing time, reduction in delays of payments to employees, and mitigation of back pay issues.• Independently developed a large business case document for the 2017 Cybersecurity Pay Enhancement program, improving a five-page list of accepted certifications to a 160+ page document detailing key facts, prerequisites, NICE Cybersecurity Framework Alignment, and justifications for certifications included in the program. This document served as a model for implementation of similar programs across DHS and was briefed to multiple federal agencies.• Assisted in managing a senior stakeholder working group with representation from across NPPD, to include quarterly meetings, policy and document review, and oversight of Working Group voting.• Led implementation of an NPPD-wide cybersecurity training program, developed program-specific training materials and employee resources, and coordinated stakeholder training for POCs across NPPD.• Assisted client in the oversight of enterprise software application development and testing, to include process flow development, stakeholder engagement, and end user training, • Brought business growth opportunities to my company by demonstrating our capabilities and record of success.
