In-country assignment involved co-working with seven government ministries (Finance, Planning, Local Development/Federal Affairs, Agriculture, Forests, Industry, Poverty Alleviation) both at federal and province levels, private sector agencies and the community organizations at the grassroots. Besides, supervised IFAD’s operations in Bhutan, Cambodia, India and the Philippines, and coordinated IFAD’s operations on Indigenous People and Tribal Issues for Asia and the Pacific at regional level.

Entrusted as the Chief Technical Adviser and, at once, a Counterpart to a Joint Secretary designated as the Project Coordinator, the position was tasked for a strategic leadership in the fields of programme administration and management. Technically, the PMA was responsible to draw up a Project Implementation Manual; developing monitoring, evaluation and knowledge management system; coordinating with the development partners (international agencies: UNOPS, IFAD, IRRI, EnRAP/IDRC and ICIMOD, government ministries: Local Development, Agriculture & Cooperatives, Forest & Soil Conservation, Nepal Agriculture Research Council) and sub-national level (Regional Directorate of Agriculture, Livestock and Forests, District and Municipal Level Line Departments of Government) in line with the requirements of the Loan Agreement, the Project Appraisal Report (PAR), and the government procedures and regulations. During the period, the work of supervision and review missions from UNOPS and IFAD were facilitated and periodic reports such as annual workplans, progress reports were prepared based on the need of the donor and the government. Collaboration with various agencies such as SNV Nepal, Decentralized Local Self Governance Project/UNDP was established and close working relationship with private sector companies such as Dabur Nepal, Herbs Production and Processing, Male International was established. Administratively, the PMA was responsible for workforce management of over 170 technical staff members including their recruitment, mentoring, and coaching. The project was implemented in 200 most disadvantaged municipalities from 11 districts covering two national development regions. This foundation successfully led the completion of all three phases of the project for 13 years serving more than 130 rural households.

The DSA was the project chief at the district level responsible for managing entire project activities representing the Finnish Consulting Group (I was responsible for three out of eight project districts namely, Gulmi, Tanahun and Parbat). The position required close coordination and collaboration with the district and municipal government agencies, private sectors/service providers (NGOs, CBOs and Consulting Companies), and the community institutions. Establishment of District Water Supply and Sanitation Development Fund at district level and profiling of water supply and sanitation situation separately for each municipality and the district were the two highly appreciated successful action research implemented. Six years resulted into successful implementation of over 150 community water supply and 100 sanitation schemes jointly with the village and district governments, private sectors/service providers (NGOs, CBOs and Consulting Companies) with support from a technical team of 10-20 persons and 8-10 service providing organizations in each district.

After the SFDP;s national strategy was adopted, crafted implementation policy and operational guidelines (implementation manuals, statute of Small Farmer Agricultural Cooperative Limited – SFACL) on institutional development of Small Farmer community. Also designed curricula & trained ADBL staff, small farmers and office bearers of SF-Organization and provided technical backstopping throughout the country focusing on lessons from Dhading district. Initial activities for action research were - baseline survey and identification of targeted household and their needs; facilitation to form into group and support to design various activities on socio-economic development including savings and credit; and organise need-based training with especial focus on group management, group dynamics, and micro enterprise management.
