• Coordinates, plans, organizes, and directs the City’s Purchasing Division overseeing the administration of the centralized citywide contracting activities.
• Through developing new business opportunities and identifying ways to generate income, the Purchasing Division in FY2020 earned more revenue ($1.368 Million) than it had expenses ($1.358 Million).
• In 2016, the Purchasing Division became a lead agency for a National GPO and awarded several national cooperative contracts with spend exceeding $500 million annually. These contracts provide the City over $720,000 in.
• Increased the City’s procurement card utilization by over 500% since 2014 from $4.06 million to $23.6 million annually which generated a $370,000 rebate for the City last year.
• Successfully implemented and made publically available a comprehensive electronic document management system (FileNet) for all city-contracting activities.
• Redefined the City’s electronic procurement process and implemented new innovative procurement strategies through a complete overhaul to the City’s Procurement Rules, Management Policies, and Procedure Guides.

• Acts as lead procurement professional and responsible for providing expertise and guidance on the most complex and legally sensitive procurement issues and negotiations.
• Supervises a team of Procurement Consultants involved in strategic procurement activities.
• Introduced the use of reverse auctions to group health benefits contracts that resulted in over $7 million dollars in savings.
• Plans, supervises, coaches and evaluates the work of seven assigned procurement consultants.
• Responsible for training and development all new procurement professionals throughout Maricopa County Office of Procurement Services.
• Responsible for reviewing all strategic procurement contracts (exceeding $50,000.00) that moves through Maricopa County, excluding construction.

• Responsible for procurements varying in scope and complexity. Proven experience in working on basic procurements to highly technical, complex negations on contracts that exceeds $100,000,000.00.
• Project Manager for the Maricopa County eProcurement System. This system sources and accounts for over $750 million dollars in County procurement contracts.
• Assisted in developing and training multiple procurement consultants.
• Implemented and trained the County’s eProcurement system to various departments throughout the County.
• Responsible for creating and developing the current solicitation documents for formal procurements with Maricopa County contracts.
• Saved the County approximately $1.8 Million dollars in contractually bid contracts in the first two (2) years of working for the County.
