The mission of the John Ben Shepperd Public Leadership Institute is to provide young Texans an education for and about leadership, ethics and public service. The goal of the Institute is to develop a well-rounded leadership program to improve Texans’ personal leadership skills, develop their sense of community responsibility, and educate them on the importance of ethics and public service. Our challenge is how best to prepare Texans to accept leadership responsibility and lead the state into a bright future. To meet our challenge, the Institute offers: Academic Degree Programs, the statewide Texas Leadership Forum in Austin, Shepperd Distinguished Lecture Series, Specialized Seminars, Shepperd Edge Program, Shepperd Summit, Leadership Publications, and awards recognizing outstanding leaders throughout the State of Texas.

Lead and serve a $22,000,000, Title IV approved, tri-campus, private, for-profit 2-year community college in nearly 90 professions and trades. Champion open access, flexibility, and maximum opportunity for non-traditional, working students. Establish workforce development programs and strengthen career placement success. Maintain state-of-the-art facilities, full-time exclusive resident and online faculty, on-site day care facility, and full-service career placement office. Employ Malcolm Baldrige quality approach to process, programs, and cross-campus initiatives. Restore full financial visibility to all staff, department heads and faculty members. Create and employ effective branding, marketing, and recruitment strategies.

Lead and serve the most prestigious independent college preparatory academy in the Rio Grande Valley. Break the cycle of poverty for many students and families in the poorest region in the nation – through a great education. Ensure financial affordability, soundness, and long-term viability. Create and employ effective branding, marketing, recruitment, advancement and philanthropy strategies. Improve business processes and metrics. Dr. Brescia was appointed as the academy’s fourth head by the Board of Trustees in May of 2009 and officially assumed the role on July 1, 2009. The Head of School has full and final responsibility for the educational and religious programs of the school, long-range planning, as well as all aspects of the schools general operation, financial management, and institutional advancement. He also has primary responsibility for articulating the mission of Saint Joseph Academy to the public.

NOTE: This program was done while working full-time at other positions. This Defended doctoral dissertation with distinction, an achievement only given to four other ELDP graduates in the program’s 20+ year history. The George Washington University Executive Leadership Doctoral Program is an international center of excellence in practitioner-scholar research on eight complex leadership, management and organizational theory topics: Leadership, Structure, Culture, Strategy, Decision-making, Change Management, Learning, and Sense-making. Wrote the book "Disruptive Power in American Discourse", published by Lambert in 2010.

Led all operations for a world-leading, high-technology, software-as-a-service (SaaS) company, optimizing over $2.75 billion of transportation resources for twenty-three customer accounts. Complete profit and loss (P&L) responsibility for $65 million gross revenue, two brokerage operations, and a substantial private fleet. Provided turnaround and change management leadership for more than 350 personnel.

Hired by the former CEO of Volkswagen of America in April of 2007 to merge the parts and vehicle logistics departments together and exercise leadership over brand customer service operations. Directed import and distribution of finished vehicles ($250 million in annual sales) from global plants to North American dealers for the North American subsidiary of Volkswagen AG, Europe’s largest automobile manufacturer. Complete profit and loss (P&L) responsibility for $1.2 billion after-market service parts operation, including supply chain management, demand planning, and forecasting. Oversaw customer care and service, parts and accessories marketing, as well as Volkswagen Academy. Provided leadership for more than 750 personnel.

Recruited to the world’s leading tire manufacturer as a logistics expert to craft and execute supply chain redesign and outsourcing of Michelin’s physical distribution network. Manage 23 distribution centers, $520 million budget, eight direct reports, 90-person HQ team, and 400 dispersed staff and associates. Functions include physical product distribution, domestic transportation purchasing & management, international shipping, customs house brokerage, logistics information technology, and quality.
