Responsible to MSC, USTRANSCOM, and MARAD for training, maintenance, activation and employment of naval and strategic sealift vessels. Managed a $2 million annual maintenance and operations budget.

Managed the U.S. Navy’s ACAT I & II amphibious ship portfolio (OPNAV N95); responsible for defining and funding construction/performance requirements for Expeditionary Sea Bases (T-ESB), Amphibious Assault Ships (LHA), and Dock Landing Ships (LPD). Direct interaction with Industry & Acquisition communities, PMS 385/377/317, OPNAV N4B/N42, Joint Staff, and Congressional staffers to fund, build, and deliver three ships to the U.S. Navy. Managed a $12 billion Future Years Defense Program (FYDP) budget; built three Program Objective Memoranda (POM).

Ultimate responsibility and authority of all aspects in the operation, maintenance, training, and combat employment of 330 officers and crew of two amphibious landing ships. Met all mission tasking in the Atlantic and Pacific theaters, including an extensive, maintenance/readiness-focused exchange of both vessels in Sasebo, Japan. Produced continued combat readiness by managing a $41 million maintenance & operations budget while completing two extended, complex shipyard availabilities, capitalizing on continuous critical path & risk analysis.

Second in command. Responsible for the establishment, manning and training of the 373-person crew of a new-construction amphibious ship. Directed all facets of training & personnel readiness, preparing the crew to move aboard, accept, and sail away the vessel from the shipbuilder. Managed a $700K training budget.
