Assistant General Counsel
CurrentPrimary counsel for Department of Defense acquisitions involving Prototypes, Research and Engineering, Security and Services, and Facilities and Construction requirements. Provide advice and legal counsel to Senior Leaders and acquisition officials on all areas of contract formation including requirements generation, competition, contract authority, acquisition strategy, discussions, price analysis, and source selection. Give specialized legal and policy guidance on issues with little to no precedent as the lead counsel for prototype Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022 for research driven DoD organizations and offices such as the Defense Innovation Unit and the Office of the Undersecretary of Defense for Research and Engineering. Advise on awards made under the Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) programs. Serve as lead counsel defending the Agency in bid protests before the Government Accountability Office and claims appeals before the Armed Services Board of Contract Appeals. Support the Department of Justice on claim appeals and bid protests before the Court of Federal Claims.
