Carol A. Beatty was appointed Secretary of the Maryland Department of Disabilities (MDOD) by Governor Wes Moore in January 2023 having previously served in the same position for Governor Larry Hogan’s Administration from 2015-2023. She leads this agency which provides advocacy and guidance to ensure that state entities deliver services in the most integrated settings possible and consider the diverse needs of the disability community through their planning and implementation processes. Secretary Beatty brings over 35 years of extensive experience in developing and managing community services for people with disabilities to State government. Honored by multiple national, state and local organizations for her implementation of best practices to achieve high quality services and supports, she is well suited to oversee the policy work and delivery of services provided by the Maryland Department of Disabilities.

  Advises the Governor of Maryland on the means and methods to implement and fund the State Disabilities Plan including modifying or consolidating services and ways in which the State can partner with state agencies, local governments and municipalities, and community organizations. Implements various programs to increase opportunities for Marylanders with disabilities to live and work in communities throughout the state. Management and oversight of the Maryland Department of Disabilities including staffing, budget preparation and implementation, creation of best practices, and technical assistance to units of State government.
