The ILEAS Foundation is a not-for-profit organization dedicated to supporting law enforcement in Illinois. The Foundation raises private funds to create safer communities by investing in state-of-the-art equipment and professional training to build on the strengths of every police officer and deputy in Illinois.

ILEAS is a consortium of the law enforcement agencies throughout Illinois and is the only statewide mutual aid system in the United States. Our membership includes 98% of the agencies throughout the state of Illinois. ILEAS has established eight regional Special Response Teams/WMD and regional Mobile Field Force Teams throughout Illinois. Plan, prepare and respond to emergencies throughout Illinois. We also provide grant opportunities to agencies to acquire interoperability communications, target hardening and Mobile Data Computers to name a few. Committed law enforcement professional and consultant with over 35 years of experience in municipal and higher education policing, emergency preparedness and response, multi-sector preparedness, prevention, protection, response, recovery and mitigation. Directed and obtained accreditation from the Illinois Emergency Management Agency as a ‘Ready to Respond Campus’. Augustana College is the only private higher education institution in the state of Illinois and the United States to have received this prestigious distinction. This program provides benchmarks for the emergency preparedness and response for Higher Education institutions throughout Illinois. Received accreditation as a ‘Storm Ready Campus’ by the National Oceanic Atmospheric Agency (NOAA) and recognized as one of the Top 50 Safest Colleges in the world by the Chinese new publication, Meltwater news. Experienced administrator and proficient trainer and public speaker. Recognized for facilitating effective collaboration and coordination among diverse stakeholders and executives with respect to emergency preparedness and response. Also implement inventive strategies for an effective bi-state/region emergency preparedness and response including tabletop and full scale exercises in both the development and implementation for the Department of Defense, United States Coast Guard and other Higher Education institutions. As the President of the Illinois Law Enforcement Alarm System (ILEAS), provided leadership over Illinois’ law enforcement mutual aid system’s Governing Board consisting of twenty-one law enforcement administrators. Representing over 950 law enforcement agencies in support of over 35,000 law enforcement officers, deputies and troopers throughout Illinois including the Illinois State Police and the Chicago Police Department ILEAS and recognized by the Department of Homeland Security as a “Best Practice” for law enforcement mutual aid preparedness and response.

As the Chief of Police, I serve as the Chief Law Enforcement Executive for the Village of Milan, Illinois. I exercise law enforcement jurisdiction with responsibility for investigating, apprehending or detaining persons suspected or convicted of offences against the criminal laws of the Village, State or the United States. Ultimate authority with respect to policy and administrative direction, plans, organizes and manages administrative direction and oversight for comprehensive police services, emergency services response, emergency communications, 9-1-1 dispatch center, security and law enforcement programs. Provides expert professional assistance to Village Administration in areas of expertise with full authority making recommendations and implementation; administrates program management both short and long term; fosters cooperative working relationships with other Village departments, intergovernmental, regulatory and other outside agencies, various public and private groups, and the public served; performs related work as required.
