My focus on monitoring the impacts of measures taken allowed for informed decision-making and contributed to the development of effective trade policies.Key highlights of my experience include:I successfully directed multiple safeguard investigations, including 11 investigations in sectors such as textiles, footwear, electrical appliances, petrochemicals, and others. These investigations aimed to protect domestic industries from a surge in imports and ensured fair competition. Additionally, I oversaw the implementation of quota systems to manage trade flows effectively.As the Head of the Department, I had the privilege of leading the first safeguard investigation under the World Trade Organization (WTO) agreement. This landmark investigation required meticulous analysis and adherence to international trade regulations. By effectively managing the investigation process, I demonstrated my expertise in navigating complex trade agreements while safeguarding the interests of our domestic industries.An essential aspect of my role was to closely monitor and report the impacts of measures taken, including safeguards and quota systems. I analyzed trade data, market trends, and feedback from stakeholders to assess the effectiveness of these measures. This information served as a basis for informed decision-making, allowing for adjustments or enhancements to trade policies as necessary.By effectively leading safeguard investigations, implementing surveillance programs, and managing quota systems, I played a key role in ensuring a fair and balanced trade environment. Notably, I have authored the most sophisticated market access guide for the Chinese market and completed a master's thesis on China market access.With a focus on facilitating trade for Turkish companies, I developed and implemented streamlined market access services. I provided comprehensive guidance to Turkish businesses on market entry strategies, regulatory compliance, and trade facilitation measures. The market access guide I authored is recognized as a valuable resource for Turkish companies seeking to navigate the complexities of the Chinese market.I successfully managed a multi-year initiative aimed at securing market access for Turkish hazelnuts in China. Through effective collaboration with Chinese authorities, industry stakeholders, and Turkish exporters, we achieved significant milestones, allowing Turkish hazelnuts to gain entry into the Chinese market. I established and nurtured strong relationships with the Chinese Ministry of Economy (MOFCOM), fostering cooperation and collaboration in trade-related matters. Through regular meetings, dialogues, and negotiations, I facilitated open communication channels and worked towards resolving trade-related issues. I have delved deep into the field of China market access, showcasing my expertise through a master's thesis on the subject. This in-depth research and analysis have provided me with a comprehensive understanding of China's trade policies, market entry requirements, and regulatory framework. I began my career as an Assistant Foreign Trade Expert, and after three years of dedicated work and completing a dissertation on “International Integrations and Turkey, I earned the position of Foreign Trade Expert.Throughout my tenure, I have witnessed the organizational evolution from the Secretariat for Treasury and Foreign Trade to the Ministry of Economy, and ultimately to the Ministry of Trade. Within this dynamic environment, I have consistently represented the Ministry in the European Commission Economic Tariff Questions Group. As a result of our collective efforts, the Economic Tariff Questions Group became the first and only platform within the customs union where Turkey officially participated in crucial decision-making processes.Within the Ministry, I have actively participated in various team initiatives, contributing to the development of bridging legislation that encompasses trade in goods, such as inward processing, the Generalized System of Preferences (GSP) regime, autonomous tariff suspensions, market surveillance, and the TARIC system.During the Uruguay Round and the approaching transition to the World Trade Organization (WTO), I played a vital role in transforming Turkish taxation practices to conform with GATT Rules. Moreover, I have been instrumental in updating the import regime, meticulously adapting it to evolving market dynamics and trade requirements. By conducting comprehensive market impact analyses, I have assessed the effects of imported goods on domestic industries, allowing evidence-based policy decisions that protect our national interests.
