Decentralised Healthcare Systems - Telemedicine Project at Viet Duc to Provincial HospitalsThe Viet Duc University Hospital (VDUH) has already gained a lot of experience and expertise in telemedicine by virtue of a Satellite Programme undertaken in the recent past. As a tertiary care teaching hospital, it is now well poised to provide the necessary expertise and guidance on clinical training, diagnostics and treatment to lower level hospitals in the country especially those at the secondary care level like the provincial, regional and district hospitals. In order to build on the existing experience and expertise of VDUH, the Ministry of Health, Government of Vietnam has decided to build a pilot telemedicine network between the VDUH and six selected hospitals in two provinces. The proposed pilot project is being undertaken within the framework of German Financial Cooperation (FC).The Objective of the project is to enable the 6 participating hospitals in Thanh Hoa and Yen Bai Provinces that participate in the telemedicine network to extend their services to their catchment populations in line with demand and in a quality assured manner especially in the areas of surgery, trauma and emergency care (reproductive health, obstetrics, gynaecology and paediatrics). The project is unique in terms of being the first endeavour to use the process of systemic tendering to ensure provision of services.
