Bella Owens is the current Board President of TurnAround, Inc., provider of comprehensive services to all survivors or domestic violence, intimate partner violence and human trafficking in central Maryland. She was also the inaugural Chair of the Baltimore County Human Trafficking Work Group; this was created by an executive order of the Baltimore County Executive Kevin Kamenetz in January 2018 as a cross-functional work group to address the issue of human trafficking in coordination with the County’s Criminal Justice Coordinating Council. Bella also served as the President of the Baltimore County Commission for Women for six years, serving as its longest president. The Commission identifies and advocates programs, legislation and services to meet the needs of the women of Baltimore County. She has worked extensively on issues such as gender equality, empowerment, human trafficking awareness and domestic violence prevention. Under her leadership, the Commission expanded its focus on serious public service campaigns that allowed the Commission to win four National Association on Commissions for Women’s Achievement Awards (2013, 2014, 2015 and 2018). She has given numerous talks on the importance of women’s empowerment, mentoring, diversity and inclusion of the immigrant population.She was recently appointed as a member of the Baltimore County New Americans Task Force, wherein she Co-Chaired the Community & Civic Engagement Sub-Committee that produced the first-of-its kind blueprint, “Welcoming and Belonging Strategic Plan.” This plan was created to build upon the strengths of immigrants and focused on County government’s efforts to support integration and inclusion while helping address the social and economic challenges that Baltimore County’s New American community faces.After moving to the US from the Philippines in 1987, she started her career in the graphics field and became an Art/Studio Director for an advertising agency. She later served as Communications Director for the City of Baltimore Employees’ and Elected Officials’ Retirement Systems. She has held leadership positions and board memberships on several local/national organizations and government entities.
