Produced processes to handle incoming and outgoing prior authorization data flows for transition of member care for Medicaid tailored plan requirements. Developed Extract, Transform, and Load (ETL) process for loading of enterprise data warehouse as part of migration from legacy claims system. Designed exhaustion of benefits report for National Committee for Quality Assurance (NCQA) accreditation requirements. Automated processing of monthly Innovations resource allocation roster.

Constructed custom, enterprise-wide dashboard for management of uptime and status of more than 250 data models and front-end dashboards. Produced dashboards and reports for Human Resources to track hours of employees on FMLA and expedite 1095 reporting to IRS. Implemented dashboards for General Services to track carbon emissions from facilities and fleet, and developed diagnostic tools to ensure accuracy of energy consumption data in an effort to meet the county’s resolution of reducing carbon emissions by 2% annually.

Created and maintained Extract, Transform, and Load (ETL) processes for county data warehouse using SQL Server Integration Services (SSIS), which involve the migration of data into data warehouse from various sources both internal and external to the county. Generated ETL processes from ground-up for enterprise data warehouse, loading data from over 15 application source systems. Designed data marts for several county departments.

Produced data entry applications for various county departments and migrated various legacy applications to vendor-based systems or SQL based custom applications using ASP.Net and other technologies. Developed a transactional payment system for Social Services to increase efficiency of Social Services Finance staff. Assisted in implementing the county’s document imaging system for county bureau of identification (criminal records division). Created new Birth Certificate system to replace existing legacy system.

Assisted in the management of Buncombe County’s geographic information system (GIS). Conceived custom applications for the county geographic information system, including maintenance of parcel data and E911 address management. Designed and created applications for spatial data analysis and map production under various platforms. Aided migration of GIS from DEC Alpha/OpenVMS platform to Windows.

Involved in projects to increase production capacity and decrease the probability of human error. Devised data entry applications for organizational needs. Wrote a program designed to control the operation of the Comp-U-Shear shear gauge.
