Chief Engineer of a system being developed for the FAA. Responsible for technical design and implementation across engineering disciplines of a program currently sized at roughly 40 full time engineers geographically dispersed. Responsible for managing the program vision, strategy and goals to align the program with the customer and facilitate conflict resolution. Primary technical point of contact with the customer, internal program management, and engineering leadership. Currently guiding the program through conclusion of major development, completion of operational test, and initial fielding of production systems to FAA facilities while working with the FAA to continue to design and implement new features and enhancements.Created and documented an initial architecture design for a scalable application to store and query a large and complex ontology. Designed and implemented an RKE2 Kubernetes cluster with container images based on Alpine Linux for running Postgres, Apache Jena, and a general application with persistent storage. This serves as a proof of concept architecture for a dynamically scalable and highly available application being developed on IRAD.Led the design and development of a container-based architecture using Docker and Kubernetes to create a highly available and dynamically scalable application spread across a configurable number of servers. Supported this effort from prototype through to installation at customer test facility. Provided numerous internal and external demonstrations of capabilities throughout the process. Responsibilities included the design and implementation of an on-premise Rancher Kubernetes Engine (RKE) basedKubernetes cluster, porting of existing software processes to containers, internal and external integration of service endpoints, external load balancing and high availability, and automating software deployments to the cluster with Helm and associated helper scripts.

Led a critical effort to isolate and resolve system end to end latency issues. The issues involved latency contributors from a variety of processes spread across multiple servers. The issues prevented the passing of key system requirements. The solution involved reorganizing the process distribution, reconfiguring how the processes were allocated memory from Linux, and modifying the way the contributing processes communicated both directly with each other and to shared storage.Led integration effort of Open Geospatial Consortium (OGC) publish / subscribe services with other FAA systems and frequently attended Technical Interchange Meetings with the FAA and other contractors to specify the details of the interfaces and lead coordination for Raytheon. Led design and requirements specification for a test harness used to simulate external interfaces for development and verification. The test harness is used for automated testing of the system by simulating external interfaces, playing back sample input data sets, simulating user load, and reporting results.Was the primary point of contact for the FAA test team and traveled to the FAAWilliam J. Hughes Technical Center (WJHTC) numerous times to support installation and configuration of NWP test systems, test procedure development, and early integration testing efforts with other systems.

Experience in all facets of the systems engineering lifecycle from requirements development, use case / story development, UML modeling through integration and test.Experience designing complex systems with scalable architecture spanning more than 30 servers with clustered application server, clustered DBMS, GIS applications, SAN, dedicated SAN and cluster IO networks, and fronted by a dedicated network load balancing device. Led the development of performance test suite for large application simulating 3000 users including both human users interacting with a web application and machine users interacting with web services.Led the development of an automated upgrade process to upgrade custom applications and enforce baseline COTS versions and configurations across 30+ servers using a single centralized process that resulted in significant savings in customer downtime and engineering hours required to perform major system upgrades.Lead an integration team responsible for integrating development software into the operational environment, performing performance and load testing, troubleshooting and isolating complex system issues, and documenting the install process to be handed over to installers.Significant experience with root cause analysis including with software bugs, network issues, DBMS issues, hardware issues, system integration issues, and interference from security applications.Experience fielding complex systems to multiple Air Force locations on unclassified and secret enclaves.
