Responsible for policy development and public spending control on climate change and energy policy, particularly household and business energy efficiency and fuel poverty. Advice to ministers and engagement with other departments.

Leading key workstreams on the function and funding of local government. Providing advice and support to Sir Michael Lyons. Presenting progress and findings to a range of stakeholders, particularly within local government and the business community.

Local Government Team - Analysis and advice on local government finance issues, including council tax, options for long-term reform of local government taxation, and pressures on local government spending. Development of Local Authority Business Growth Incentives scheme.Enterprise Team - Policy on enterprise in disadvantaged areas and amongst under-represented groupsWork Incentives and Poverty Analysis Team - HMT policy on childcare, including childcare tax credit element of Working Families Tax Credit and childcare spending in Spending Review 2002

Provision of analysis and data on performance at Key Stages 1-4 to school development and council officers; data processing.
