I retired from private practice in September 2020 and am now at Stanford's Hoover Institution as the Volker Distinguished Visiting Fellow. As part of Hoover's Restoring American Institution initiative, I am studying elections and how to restore public confidence in the reliability of election results. I also co-chair two non-profits -- Pillars of the Community and the Election Officials Legal Defense Network -- with my Democratic colleague Bob Bauer aimed at helping election officials and the credibility of elections. While in private practice at Jones Day and Patton Boggs, I represented political parties, political campaigns, candidates, members of Congress and state legislatures, governors, corporations, trade associations, PACs, vendors, donors, and individuals participating in the political process. I worked with these clients over four decades on issues involving participation in the political process, particularly those involving federal and state campaign finance laws, government investigations, ethics and gifts rules, pay-to-play laws, election administration, redistricting, communications law, and election recounts and contests. Prior to joining Jones Day in 2014, I served as national counsel to the Bush-Cheney presidential campaigns in the 2004 and 2000 election cycles and played a central role in the 2000 Florida recount. In 2012 and 2008, I served as national counsel to the Romney for President campaign. I also represent the campaigns and leadership PACs of numerous members of the Senate and House as well as the national party committees. I am frequently asked by the media to provide commentary on politics and the law and serve on several non-profit and for-profit boards.
