Cost forecasting, control and management - responsible for providing accurate and timely cost advice throughout the duration of highway projects to a variety of client, designer and contractor stakeholders.Measurement and quantification - responsible for accurately measuring, quantifying, analysing and recording labour, material and plant requirements for highway works from drawings, specifications and on site surveys throughout different stages of projects.Procurement - responsible for procuring subcontractors, preparing tender documents and requests for quotations, answering tender enquiries and evaluating tender returns with respect to obtaining civil engineering goods, materials, plant and services in order to design, construct and manage highway assets. Ensuring the process delivers value for money and is transparent, accountable and in accordance with organisational policy and EU legislation.Estimating and bidding - responsible for using schedules of rates in order to accurately price bill of quantities, activity schedules or specifications composing of the following costs: labour, plant, materials, overheads and profit. An ability to use recognised methods of measurement consistently and apply appropriate judgement when pricing routine or none routine specialised items. Contract procedure, administration and organisation in accordance with NEC forms of contract - responsible for producing contract documentation for letting subcontracted works and reviewing contractor proposals and programme of works to ensure they meet the employers requirements and conditions. Ensuring the works are completed on time and on budget in accordance with the contract whilst managing any risks to project delivery.Final account procedure - responsible for determining the final costs of the project based on the form of contract, original pricing schedule (BOQs / activity schedule), variations, drawings and agreed contractor claims, whilst ensuring a clear audit trail.

Planning, monitoring and controlling a range of asset maintenance projects in relation to bridges and highway structures throughout the design and construction phase from inception to completion, both independently and as part of a team. Managing effectively all safety, cost, quality, legislative, environmental, political and commercial project management tasks and procedures relevant to the project. Producing conceptual and detailed designs and specifications using relevant design standards and codes of practice, including structural Eurocodes, British Standards, Design Manual for Roads & Bridges, Manual of Contract Documents for Highway Works.Identifying health and safety hazards in relation to the construction and highway environment and implementing risk management control measures (inc. a designer's responsibilities under CDM Regs 2015).Multi-disciplinary working in a design office on projects involving liaison, collaboration and consultation with designers, contractors and third parties.Carrying out structural analysis using assessment techniques and commercial software packages.Inspecting highway assets (bridges, underpasses, culverts, retaining walls, roads), identifying signs of deterioration, determining causes and developing repair and maintenance solutions.Supervising Contractors working on highway projects ensuring the works are carried out safely, according to programme, causing minimal disruption and complying with specifications and statutory regulations.Carrying out or commissioning surveys and investigatory work, producing and interpreting reports and implementing recommendations.Production of AutoCAD drawings, specifications, project estimates, BOQs, and works orders. My responsibilities included:Inspection, monitoring, supervision and co-ordination of street works carried out by Statutory Undertakers and private developers ensuring the safety of the public and compliance with specifications, statutory legislation and regulations.Protecting the highway asset, ensuring safety and minimising disruption to the highway.Ensuring works complied with the New Roads & Street Works Act 1991, Specification for Reinstatement of Openings in Highways, Traffic Management Act 2004 (TMA), Chapter 8 of the Traffic Signs Manual and Safety at Street Works and Road Works code of practice.Liaising with statutory undertakers, private contractors, public, emergency services, clients, Local Authority teams and providing advice on working methods, material specifications, programming, safety and traffic management related issues.Recording inspections on the street works register and producing reports using IT systems and software. Issuing defect notices to statutory undertakers and ensuring remedial works are completely correctly and in a timely manner.Carrying out core investigation programmes to check the compliance of reinstatements with the specifications.
