(FY 10-11)Accomplishments:As overall IT Project Manager, took immediate action to review and prioritize over 24 active projects, some months behind schedule. 21 projects completed, rest on schedule for completion.College Station awarded 3 Technology Excellence Awards by the Texas Association of Governmental Information Technology Managers (TAGITM) in the last 6 years.Developed first ever IT Strategic Business Plan to ensure that IT projects and solutions were strategically aligned with City Council priorities and initiatives.

Directed day-to-day operations of a staff of over fifty personnel providing information technology planning, policy and oversight for the U. S. Navy Fleet and 13 major shore installations across the Eastern United States, and a headquarters staff of 700. Budget $12.5M.Accomplishments:Project Manager for the Naval Tool for Interoperability and Risk Assessment (NTIRA) development. Developed automated tool that was adopted to improve C4I systems installation and management for entire Navy fleet.Negotiated with Office of the Secretary of Defense to install coalition and allied interoperability system on all Navy ships. Direct savings to the Navy of over $3.5M.Innovative action saved the Navy in excess of $3M for High Speed Vessel communications assessment and installation.

Directed satellite, microwave, cellular and terrestrial communications architecture for fixed and mobile users over an area that reached from North Africa to Northern Europe and Spain to the Middle East. Managed 42 personnel directorate and $250,000 operating budget. Designated Approval Authority (DAA) for four local area networks, classified and unclassified, at two locations.Accomplishments:Led LAN upgrade design team. Result decreased trouble calls by almost eighty percent; permitting a two-thirds reduction in required support staff.Developed initial communications plan and procedures to support first Joint Maritime Force Component Commander missions against the Global War on Terrorism in Europe.Developed secure email communications system. More secure, reliable, less cumbersome and more than three times the throughput of the previous system.

Responsible for the safe and efficient operation and maintenance of a $300 million U. S. Navy warship. Led, trained and supervised a crew of 14 officers and 177 enlisted personnel. Managed a $1.6 million annual budget.Accomplishments:Conducted highly effective counter narcotics deployment. One direct seizure and disruption of maritime transit routes. Awarded the Silver Anchor award for retention and personnel management during the time that retention of personnel was the greatest challenge facing the armed forces. Retention in all categories was 15 to 20 per cent above average.

Developed policy, validated requirements, developed architectures and conducted operational analysis for Department of Defense military satellite and terrestrial communications networks. Specific expertise in adapting commercial systems to meet government requirements, including leased satellite services and high bandwidth satellite.Accomplishments:Led requirements development team that coordinated with stakeholders to draft Mission Needs Statement (MNS) and Operational Requirements Document (ORD) for major satellite program. Briefed MNS and gained Joint Requirements Oversight Council (JROC) approval. Initiated ACAT 1D program in less than two years. Joint Staff/J6 Action Officer of the Year.
