These include customer-facing systems, mid-tier business processing, and back-office financial transaction settlement. • Led key system integration efforts for mass-payments, payment management, settlement, and efficient utilization of our Salesforce-based information resources. • Partnered with the WU Money Transfer team in the newly launched effort for unified customer master data management, resulting in a successful prototype master customer record across the Money Transfer and Payments organizations. • Participated in multiple compliance system improvements, including the design and implementation of a new sanctions scanning service based on the Amazon Web Service cloud infrastructure, resulting in a savings of several hundred thousand dollars in infrastructure costs. • Designed the Western Union OmniChannel service catalog, including service management, orchestration and governance. • Led a year-long architecture effort to edesign the core business payment engine onto an event-driven .NET-based architecture, resulting in the retirement of multiple redundant software systems. • Over a six-month period, planned the organizational structure and created the hiring aids for the development team transition to Pune, India; this is a major realignment of the IT department and involved several hundred positions being migrated to the new development center in Pune.

Reporting to the Chief Technology Officer, I designed, developed and established the ULA Model Repository to capture, organize and communicate the current state of the ULA enterprise architecture (business process, application suite, data management, infrastructure, security). • Developed a set of ULA architectural practices and roadmaps for each of the core enterprise architecture areas, and established a Developer’s and Architect’s Consortium group to oversee implementation across the organization. This lead to improved cross-team cooperation and reducing redundant development efforts. • Successfully retired 20 applications for a savings of over $2M in annual run costs in conjunction with the application reconciliation and consolidation team. • Led several enterprise-wide initiatives, including a service-based framework and data integration design using a canonical data model for the Value Stream Visibility project resulting in improved integration of application data across multiple areas of the business (i.e. contracting, design, supply, construction, launch). • Led requirements management and design review of the new ULA RocketBuilder(sm) web-application.

As the principal architect responsible for the Comcast national service activation platform, I led a strong development team leveraging Agile/Scrum development practices. • Team developed the platform utilizing Java, Oracle DB, and Oracle WebLogic to provide Comcast customers with a highly available, performance tested, and customer-friendly service activation system. • Oversaw the generation of business analytics from the service activation and device reconciliation transactional data, which was used for customer retention, fraud prevention, and service improvements. • The activation platform has been deployed to a 24x7 production environment and represents one of the Tier 1 core customer facing applications. This role also included prototype development for a deep-data analytics system using Kafka, Flume and HADOOP technologies.

As a senior team lead for TRICARE Management Activity (TMA), I worked directly with development teams to convert an aging health-care financial management application from mainframe/Cobol to Oracle Federal Financials. • Responsibilities included direct interaction with the development staff on business workflow implementation, data transformation (ETL – Informatica), and reporting web development (Java/JSP hosted on Tomcat, and Oracle Business Intelligence – OBIEE). This effort included a significant requirements solicitation and capture effort using a variant of use case-based analysis.

As the Chief System Architect for MSHA reporting to the head of system development, oversaw and developed all business applications, including the enforcement MSHA Information System (MSIS) and health samples processing. • Provided design and development for the core business information system (Java Struts-enabled web application using J2EE/Hibernate hosted on WebLogic), and for the MSHA eGovernment systems (several .NET web sites backed by Java Web-Services to the core information systems and external GIS mapping data sources). • Designed and successfully prototyped the replacement of a legacy Cobol mainframe application to manage health sample information with a new Java rule engine system (i.e. Drools). • Designed and developed reporting analytic data structures for the agency, including analysis and reporting on mine operations, accident reports, fines and assessments.
