The Federal Aviation Administration Airports Planner provides technical and analytical services in support of a broad range of airport design and construction related programs for an assigned geographical area in support of the regional and national airspace system.Responsible for administration of planning grants including but not limited to master plans, airport layout plans, and/or state system plans. Assignments include multi-million dollar project requiring several years to complete at primary airports.Provides assistance and guidence to potential sponsers in preperation of airport master planning grant applications, and in the development of the scope of work; conducts pre-application conferences to ensure projects meet FAA guidelines; reviews application and supporting documentation; reviews project costs; makes recommendations for approval; monitors and reviews all work periodically; provides sponsers with comments; reviews and processes payment requests.Performs obstruction evaluations and airport analyses in conjunction with newly proposed airports, heliports, and revisions of approved airport layout plans. Reviews and coordinates agency review of draft airport layout plans for compliance with FAA standards.Interprets, clarifies or supplements for field office application, basic policies, standards, guidelines, criteria and other instructions governing the preperation of the Airports District Office's (ADO) portion of the National Plan of Integrated Airport Systems (NPIAS)/Airport Capital Improvement Program (ACIP), and reccomends for inclusion in the NPIAS new airports to acomodate certificated air carriers and new general aviation airports requiring special justification; provides technical advice and guidence on the preparation of the ADO portion of the NPIAS/ACIP.Administers planning grants projects for the development or revision of state, regional, or metropolitan airport system plans.
