Roading Operations And Contracts Manager
CurrentIn my current role at QLDC I am responsible for management of the district’s roading network operations, and strive to deliver this in a way that achieves quality, safe and cost-effective works providing the best public value. Drawing upon my background as a transportation engineer and designer, I integrate technical expertise with an understanding of local government dynamics and budgetary constraints to make well-rounded decisions. As a Contract Manager or Principal’s Representative, I am accountable for and have a track record delivering in full against budgets of approximately $20 million annually across operational and Capex roading contracts. The scope includes professional services and physical works for roading network maintenance contracts, renewals, resurfacing, resealing, pavement rehabilitations, lighting, minor safety projects and network management.A key aspect of my role involves producing procurement strategies, procurement plans, RFx documents, and leading tendering processes. As an experienced NZTA Qualified Tender Evaluator, I am passionate about ensuring rigorous process and optimising Council’s procurement practices to support delivery teams and foster supplier relationships. I offer technical expertise and advice on areas such as roading and pavement design, surfacing, safe system audits, contracts and procurement. My team and I contribute to administrative functions, including reporting requirements, handling customer requests and complaints and processing various licences and permits. Additionally, my role at QLDC demands daily utilisation of negotiation skills and commercial acumen, in engaging collaboratively with suppliers and stakeholders.
