In my current role at QLDC I am responsible for management of the district’s roading network operations, and strive to deliver this in a way that achieves quality, safe and cost-effective works providing the best public value. Drawing upon my background as a transportation engineer and designer, I integrate technical expertise with an understanding of local government dynamics and budgetary constraints to make well-rounded decisions. As a Contract Manager or Principal’s Representative, I am accountable for and have a track record delivering in full against budgets of approximately $20 million annually across operational and Capex roading contracts. The scope includes professional services and physical works for roading network maintenance contracts, renewals, resurfacing, resealing, pavement rehabilitations, lighting, minor safety projects and network management.A key aspect of my role involves producing procurement strategies, procurement plans, RFx documents, and leading tendering processes. As an experienced NZTA Qualified Tender Evaluator, I am passionate about ensuring rigorous process and optimising Council’s procurement practices to support delivery teams and foster supplier relationships. I offer technical expertise and advice on areas such as roading and pavement design, surfacing, safe system audits, contracts and procurement. My team and I contribute to administrative functions, including reporting requirements, handling customer requests and complaints and processing various licences and permits. Additionally, my role at QLDC demands daily utilisation of negotiation skills and commercial acumen, in engaging collaboratively with suppliers and stakeholders.

Working in a small office environment of around 5 people, I was responsible for winning work to sustain the workload of myself and others, gaining valuable business development experience.Assuming various roles on projects such a designer, design manager or project manager I took complete ownership of projects from initiation to completion.Working remotely for other offices I furthered my pavements experience, producing designs for greenfield and rehabilitation projects for Councils, NZTA and also Fiji and Australia clients. I undertook MSQA construction monitoring and contract administration as Engineer’s Representative on local projects including a role on Queenstown’s ~$25m Eastern Access Road as an assistant to the Engineer’s Representative.

Project Engineer

I undertook a diverse scope of transportation engineering and road network management tasks under MWH's various professional services contracts for Councils including QLDC. This included asset management, minor safety design, road safety audits, resealing contracts and pavement rehabilitations (utilising MX roads for geometric design and Circly for pavement design).A key project was a design bundle comprising 5 Area Wide Pavement Treatment projects and associated minor safety upgrades, on Glenorchy-Queenstown Road and Crown Range Road commencing in 2012/13. I assumed full responsibility for the project delivering all aspects myself (except the topo survey and geotech sampling which involved engaging and managing subconsultants). The work included scoping and feasibility studies, concept and detail design work (geometric including realignments, pavements and surfacing, drainage, minor safety), project documentation, project management, tendering; and during construction, MSQA and contract administration as the Engineer's Representative. The works included granular overlay sites, along with some of Queenstown's initial Foam Bitumen sites, a treatment first used in the area in the mid 2000's to mitigate the climatic issues at high elevation.

After commencing study at UC in 2008, I transitioned my intermediate year of a BE into NZCE and joined the workforce as a Cadet, completing my study over the next 4 years while in full-time employment. During this period, I gained one year of experience in various areas such as asset condition rating, RAMM administration, Autocad drafting, surveying, bridge inspections, estimating, and geotech sampling and logging.Subsequently I spent two years as draftsman and designer for roading projects, using AutoCAD and MXroads, in MWH's newly established delivery center in Christchurch. Towards the end of 2011 an opportunity arose for me to transfer to Queenstown. In this role, I continued to complete design work while acquiring valuable site-based project engineering experience during the final year of my cadetship.
