April 2019 – December 2021Administrator of federal and state funding for law enforcement, government, non-profit-based programs providing direct crime victims’ services in Oregon. Expanded equitable victim services in Oregon through the creation of a 10 million dollar funding opportunity for community-based non-profits, and directing funding into the hands of black, brown, queer, and disability communities as subject matter experts for serving their communities. Created ODOJ’s Community Conversations which focused on topics including access, voice, justice, profiling, institutional racism and discrimination, implicit bias, and explicit hate; both to learn and understand, as well as to take targeted action based on that information to reform our programs and services and to dismantle institutional racism in the pursuit of delivering fair and unbiased justice.Co-authored ODOJ’s 2020 Community Conversations Report Opening Pathways to Justice and Improving Support for Populations Impacted by Inequity which documents the information, concepts, and issues gathered from the sessions and served as a compass to push longstanding injustices toward equity, which was disseminated to the Governor as well as other elected leaders in Oregon; participants in the Community Conversations who requested updates; culturally and population-specific stakeholders and community-based agencies around the state; all DOJ-funded victim service programs; Tribal Councils, Chiefs, and/or Boards of Trustees from all nine federally recognized tribes in Oregon. Promoted the themes that emerged from the Summer 2020 Community Conversations Report to lead service equity reforms at ODOJ’s Crime Victim and Survivor Services Division. These efforts have included expanding CVSSD’s Equity Team to increase community engagement and information sharing; offering a summer-long training series for all our funded program’s leadership that supported an increased understanding of personal and institutional bias and stereotypes about identity; Seated a DEAI Advisory Committee comprised of program leaders and direct service providers who identify from communities impacted by inequity to oversee and guide CVSSD in all future equity reforms. In September of 2021, CVSSD’s Equity Team presented our work at The National Association of VOCA Assistance Administrators 2021 Conference. In December of 2021, with the blessing of my director, I stepped away from my role leading CVSSD’s Equity Team to begin training in Mass Violence Response and Coordination.

The RCAC charge will be to oversee and support a regional community needs assessment and a regional community health improvement plan for Columbia Pacific CCO. These will be recommended to the Columbia Pacific CCO Board of Directors for improvement.

Coordinate and direct those services required by the Department of Justice to maintain a comprehensive victim/witness program, ensuring compliance with existing grants and providing advocacy and direct services to victims of both adult and juvenile crime. Maintain an active presence on mandated councils to advocate for crime victims' rights awareness and related preventative education in the community. Accompany District Attorney to court and assist in tasks during trial, or at any other critical stage hearing and/or accompany a victim to court who presents for any hearing and wishes to be accompanied by an advocate.
