Chair the Independent Mexico Labor Expert Board established by Congress in the US-Mexico-Canada Agreement Implementation Act

Managed training and education programs for Mexican unions and worker organizations. Coordinated AFL-CIO relations with Mexican unions and NGOs, US and Mexican governments, and international organizations. Supported US union campaigns and relations with Mexican partners. Developed policy research on trade, immigration, and industry trends.

Taught course on "Worker Rights in the Global Economy."

Managed a multi-million dollar budget for international labor cooperation programs throughout Latin America, supervising both field representatives and Washington-based program staff who develop, implement, and evaluate international labor cooperation programs. Coordinated work with trade unions, non-governmental organizations, US and other governments, and international organizations.

Provided representation in labor and employee benefits cases to clients including building and construction trades, teachers, and communications workers' unions and multi-employer benefit funds.

Negotiated and administered collective bargaining agreements for 1,800-member bargaining unit of AFGE Local 12 at the U.S. Information Agency

Organized workers at area hotels, including many immigrant workers.

Organized janitors as part of SEIU's "Justice for Janitors" campaign.
