As Development Manager, Mr. Benjamin Horning was responsible for Xebec’s development of industrial property in Southern California. His responsibilities included project entitlement, managing the consultant team of Architects and Engineers, overseeing the pre-construction and construction process, and supporting the disposition and/or leasing of completed assets.

Managed and negotiated sub-contract agreements for multiple retail and commercial construction projects averaging around $15-20 million annually. Spearheaded multiple tenant improvement programs for various retail clients all across the United States. Organized and projected monthly project budgets, costs, and documents for multiple commercial projects throughout Southern California and the United States. Acted as the liaison between the owner, tenants, architects/engineers, and multiple trade subcontractors.

Developed civil design plans for grading, sewer, storm drain, street and landscape, produced preliminary cost estimates and recommendations on multiple city infrastructure projects, and streamlined plan checking and plan review, for many public agency funded projects and initiatives.• Analyzed value engineering options and provided redesign to infrastructure for a 60 acre $18 million Fountain Valley Recreation Center project, allowing the city to proceed with the project under budget.• Performed sewer feasibility study for proposed development and city zoning changes for the City of Palmdale, providing necessary recommendations for the city to proceed with the changes.• Assisted in the preparation of easements for the La Canada Flintridge Project Area 3A & 3B, performed plan changes to as-builts, prepared zoning study for Area 4 evaluating topography, property size and location
