Supporting Departments of Energy/NNSA/Office of Secure Transport/Research and Analysis Division

Leverages 27 years of experience as a Chemical, Biological, Radiological and Nuclear (CBRN) Officer in the US Army Chemical Corps as the Consequence Management Strategic Plans Officer of the United States Army Reserve Consequence Management Unit. Coordinates the hiring, staffing, and training of a diverse team of highly trained subject matter experts in the CBRNE and public health fields. Develops comprehensive response and deployment plans in support of both active duty and reserve component CBRN forces conducting domestic Consequence Management, Defense Support to Civil Authority, and overseas WMD-Elimination mission sets. Advises commanders and senior civilian leaders on detection, radiological effects and decontamination capabilities found in Department of Defense and civilian commercial off the shelf (COTS) inventories. Extensive experience working with the US Army 20th CBRNE Command and subordinate Nuclear Disablement Teams (NDTs), Civil Support Teams, and Joint Task Force Civil Support (JTF-CS).

Responsible for managing the Weapons of Mass Destruction Program in 15 FBI Field Offices, including coordinating, planning, training, and leading the FBI's response to the use or threatened use of any Weapons of Mass Destruction as a means of terrorism directed against the United States. Manage the crisis response to WMD incidents within the United States, including deployment of the FBI resources and coordination with other U.S. Government agencies. Direct the Federal Government interagency Threat Credibility Evaluation (TCE) process and provide 24/7 response capability to FBI Field Offices and Legal Attaches for real time WMD response guidance. Also provide oversight to the Field WMD Coordinator Program through which national policy, WMD response protocols, and preparedness and interagency collaboration is exercised within Field Offices. Provided WMD response and intelligence support as part of the U.S. Foreign Emergency Support Team to US Embassy Doha during the train-up for World Cup 2022 in Doha, Qatar. Manage a yearly budget of $500,000 for national preparedness and local field office support.

Conducted complex investigation of crimes involving threats and acts of Domestic/International Terrorism, Explosives and Weapons of Mass Destruction. Specialized experience as a certified Special Agent Bomb Technician, Weapons of Mass Destruction Coordinator, and in Hazardous Materials Response Team operations. Responsible for management, operation, and accountability of equipment exceeding $300,000 in value. Extensive experience conducting interviews, gathering human intelligence (HUMINT), complex investigations, gathering intelligence, detailed and concise report writing, on-line database searches, and providing domestic and overseas training with partner agencies and nations. Extensive experience providing training to foreign Host Nations, including providing comprehensive training for Counter-Proliferation to Slovakia Customs Inspectors, post blast investigations and response to the Nigerian National Police Bomb Squad, Republic of Korea criminal investigators, and Senegalese investigators.

Presided over numerous projects in support of Department of Defense, Department of the Army, and Department of Justice clients. Specialized in support for WMD/CBRN protection, detection and decontamination capability analysis, funding, and strategic planning. Organized the planning, hosting, and moderating of client meetings in support of Joint Service Chemical and Biological Defense, in addition to writing and editing after action and technical reports. Developed and managed the daily operation of a CBRN/WMD Technical Helpline for federal, state, and local first responders. Successfully managed $250,000 budget and multiple client databases, while overseeing personnel recruitment, training, staffing schedules, and status report writing and deliverables.
