As Senior Analyst, Dr. Linkow is the technical lead on the project and is chiefly responsible for the quasi-experimental evaluation design and subsequent statistical analysis, as well as oversight of data collection.USAID Rwanda LAND Project (2012-present): In recent years, Rwanda has experienced dramatic reforms in the areas of land policy and administration. USAID’s LAND project is designed to support this process through land rights outreach and education, as well as support for local organizations to conduct policy-relevant research related to land issues. Dr. Linkow’s role is to provide technical support for Rwandan researchers studying economic issues related to land policy, tenure reforms, and land conflict. MCC Burkina Faso Rural Land Governance Project Pilot Evaluation (2008-2012): This MCC land tenure program included community land use planning as well as additional institutional support to address land conflict and land tenure insecurity in Burkina Faso. Dr. Linkow developed an Economic Rate of Return model in conjunction with other MCC staff for the project, as well as an innovative methodology for assessing the impact of the pilot of this program. This methodology was implemented using a baseline household survey that Dr. Linkow developed in collaboration with MCA-Burkina Faso counterparts. Finally, Dr. Linkow analyzed the results of the baseline and presented them to stakeholders in Burkina Faso, as well as the follow-up survey and data analysis for MCC.
