Policy and Program Development; incentive programs and electric industry regulation, net metering, interconnection and Renewable Portfolio Standards* Develop the suite of solar market development programs under the jurisdiction of the New Jersey Board of Public Utilities (NJBPU). * Contribute to the development of policy recommendations, goals and strategies designed to encourage private sector and third party investment in solar photovoltaic markets through the provision of ratepayer-funded incentives. * Analyze program metrics including program application and installation rates and costs to assess program performance. * Manage consultants and contractors employed to evaluate process effectiveness, program impacts and market potential. * Develop and present policy briefings, memos and orders memorializing decisions reached by the Board.* Develop straw proposals and notifications of public stakeholder meetings and rule making proceedings. * Lead and participate in public stakeholder meetings and outreach forms designed to garner feedback and educate on policy development.Program Implementation; Incentive Programs, net metering, interconnection, and RPS compliance * Establish program goals, objectives, designs, budgets, and reports for public review* Manage the contract for the NJCEP renewable energy program administration staff* Provide application processing services to as many as 20,000 market participants annually including RPS project registration, application process design, project extension approvals, post-construction compliance inspections, rebate, and grant application processing, and RPS incentive eligibility verification. * Oversee enforcement of the BPU compliance reporting required of regulated entities* Respond to public inquiries and complaints about regulation implementation by Electric Distribution Companies, Third Party Electric Suppliers and Default Electric Providers.

Oversaw a team of staff and contractors managing the renewable energy portion of New Jersey's Clean Energy Program including solar, onshore and offshore wind, biogas, and energy storage market development programs budgeted at over $500m annually including the cost of compliance with the state's Renewable Portfolio Standard, net metering and interconnection rules designed to build clean energy markets in fulfillment of the Electric Discount and Energy Competition Act of 1999 (ch 23 of PL1999) and subsequent statutes, Executive Orders, enabling rules and Board Orders.

Managed student engineers monitoring performance of Industrial Assessment Centers under contact with the USDOE and performing industrial productivity and energy audits with the New Jersey Program for Manufacturing Excellence under contract with the NJDEP.

Managed a variety of low income energy assistance and renewable energy market development oriented programs and projects including Home Energy Safety Day helping the city's frail elderly population cope with summer heatwaves and winter's cold, HERS EEMS for low and moderate income homeowners, the Mid-Atlantic Green-e, and the Philadelphia Million Solar Roofs Program.

Managed the non-profit organization dedicated to promoting energy efficiency and renewable energy throughout Southeastern Pennsylvania and its largest project the Southeastern Pennsylvania Energy Center under contract with the Commonwealth of Pennsylvania's Energy Office. Responsible for fund raising, communications and organization outreach with Board members, development of educational and market materials, liaison with other regional non-profit organizations sharing similar goal such as the the Delaware Valley Association of Energy Engineers, Clean Air Council, Pennsylvania Environmental Council, and Pennsylvania Resources Council.
